		<description><![CDATA[NEWS ANALYSIS Cecil County Councilor Dan Schneckenburger (R-3) has announced he will run for County Executive in the 2016 Republican primary, setting up a face-off with Council Vice President Dr. Alan McCarthy (R-1) that could divide the local business community and split the mainstream GOP vote. So far, one politically unknown ultra-conservative “liberty” candidate has also filed and in the past the executive’s contest attracted a multi-candidate field largely populated by inexperienced wannabes. Before his announcement, Schneckenburger conducted “robocall” polling among county Republicans and solicited support from Second Amendment/ gun rights advocates. He has been a strong supporter of current County Executive Tari Moore, who recently announced she would not be a candidate for re-election in 2016. In a press release issued Sunday night, Schneckenburger said he decided to run because he believes the county needs “a County Executive with the courage and wisdom to lead on key initiatives: growing our local economy to create more jobs, developing a streamlined and productive government that is focused on customer service, and fighting for Cecil County interests from the state government in Annapolis. “We must continue to make investments in education, drug control, and infrastructure, and we can do this by increasing [&#8230;]]]></description>

		<description><![CDATA[CRISFIELD—What a difference a year makes in the political landscape of the Upper Eastern Shore, but some things never change at one Shore political institution: the J. Millard Tawes annual crab and clambake here. The beer was still icy, the crabs and fried clams were warm and plentiful, and the still-surviving candidates after an unusually early primary election were working the crowds for votes in November. It was the 38th annual Maryland summer ritual of steamed seafood and raw political glad-handing on Wednesday, but there were some big changes from last year’s event: the absence of some Upper Shore politicians who no longer have a seat either in Annapolis or at the crab-picking tables under the white tents in Crisfield. Just a year ago, State Sen. E.J. Pipkin and his ally, Del. Michael Smigiel, both R-36, were working the Crisfield crowd with legions of tee-shirted campaign supporters, seeking to continue the political dominance of the four counties of the 36th district they had held since 2002. 		<description><![CDATA[It was two days after Christmas, 2013 and all through the Upper Shore, Republican politicos had visions of sugar-daddy plums coming down the chimney with ex-Sen. E.J. Pipkin, who resigned from his seat and moved to Texas—leaving behind a hefty goody sack filled with political cash. In a newly filed campaign finance report, Pipkin reported that he recently distributed virtually all of his remaining campaign funds to various political committees and one candidate in particular: his longtime ally and underling, Del. Michael Smigiel (R-36). Smigiel—half of the “Smipkin” political organization moniker with Pipkin that ruled Cecil County GOP politics for several years until Pipkin’s resignation—was gifted with $6,000 given to his campaign committee on 12/27/13, according to Pipkin’s filings with the state Board of Elections. (The state elections board reported that Smigiel had not filed his required annual report by the 1/15/14 deadline and had already been assessed a late fee.) At the time of his resignation, Pipkin served as the Republican Minority Leader in the state Senate, and many of his colleagues were both shocked and miffed with his sudden departure.
