		<description><![CDATA[Unlike national political debates in this election year that have often turned into rhetorical slugfests and personal attacks, a candidate’s forum for the four Republican candidates for Cecil County Executive was a mostly polite question and answer session, with candidates not engaging directly with one another. The most interesting moments came when some candidates had long pauses in their responses and one struggled to describe the programs and policies she would be in charge of if elected. The candidates’ forum, held at Cecil College on 2/27/2020, was hosted this year by the Cecil County Chamber of Commerce, the Cecil County Classroom Teachers Association, and BEPAC, the Business and Education Partnership Advisory Council&#8211; which consists of executives of major employers in the county that support education and job training efforts. In the past, the Chamber alone hosted county candidate forums. The moderator of the latest forum was Mike Ratchford, a Gore executive, chairman of the county’s Economic Development Commission and the Chamber’s government relations committee representative. 		<description><![CDATA[NEWS ANALYSIS After many weeks of political teasing, including a fundraiser guessing game about her plans, Danielle Hornberger, wife of a state Delegate, announced her plans to run for Cecil County Executive with a pledge to “rollback” tax increases imposed in 2017 by incumbent Alan McCarthy Both candidates are Republicans and will be seeking the party’s nomination in the April, 2020 primary election. Hornberger,38, a part-time community liaison aide to US Rep. Andy Harris (R-1) in his Bel Air district office, invoked President Trump and Harris as inspirations for her platform as a “fiscally conservative Republican” and focused her ire on McCarthy, a licensed veterinarian and former County Council member for four years before his election as County Executive in 2016. She ignored the third declared candidate in the GOP primary contest: Ewing McDowell, a Rising Sun area agriculture businessman currently employed by the state Department of Commerce as an agriculture specialist. 		<description><![CDATA[Donald Harmer, a local liquor store owner and longtime leader of the county’s Parks and Recreation board, has filed to run for Cecil County Council in District 5, challenging incumbent Jackie Gregory, a frequent critic of county spending for parks and recreation programs. Both are candidates in the 2020 Republican primary. Harmer, chairman of the citizen-led parks board for four years and a member of the panel for nine years, has also been a member of the county’s Planning Commission for the past several years. He is the managing partner in ownership of Weaver’s Liquors in Elkton and for many years has been active in various civic and youth groups. He has also been chairman, for the past four years, of the Maryland Strategic Framework for Cecil County, a panel that addresses and seeks solutions to drug and alcohol dependency issues as part of the county’s “Drug-Free Cecil” program.
