		<description><![CDATA[A Cecil Times SPECIAL REPORT A Delaware group associated with Mindy Carletti, a Perryville veterinarian who almost single-handedly wrote the county’s new animal control ordinance, began its $2.25 million animal control contract with Cecil County with an open house at its animal-less ‘shelter’ on Appleton Road Wednesday. Virtually all the staff of the operation have ties to Carletti, who personally fronted a $40,000 letter of credit for the group to qualify it to bid, according to documents obtained by Cecil Times. Other documents indicate that the outgoing Board of County Commissioners, in its final moments of existence before the shift to Charter government, suddenly doubled the duration of the contract with the Delaware group, A Buddy for Life, Inc., to three years—precisely the time frame of the group’s lease on the Appleton Road property, thus ensuring the group would not have to pay an unreimbursed $45,000 to its landlord. The Buddy group has no experience supervising employees and has never had its own shelter or handled animal control for local government. 		<description><![CDATA[It was the veterinarians and victims of problem animals versus the cats activists Tuesday, as the Cecil County Commissioners held a public hearing on their latest proposal to re-write a new animal control ordinance. And both sides highlighted serious problems with the county’s “interim” animal control plan that has left people, seeking help for stray and injured animals, helpless One woman rolled up her sleeve to show scars from a cat attack; a veterinarian new to the county described her problems finding county government help for an injured animal “dumped” at her clinic; a woman told how she lost a baby due to an infection caused by cat feces; and supporters of several animal rescue groups urged deletion of cats from most provisions of the law and they asked for money from county government. 		<description><![CDATA[A Cecil Times Special Report Cecil County Commissioners this week reviewed revisions to the county’s animal law proposed by a small remnant of a two-year old task force that has all but disbanded. A Cecil Times review of documents shows that an unappointed activist given a seat at the bargaining table Tuesday is a donor to a political action committee seeking to influence state and local animal laws, while Commissioners’ board President James Mullin (R-1) orchestrated the exclusion of the local SPCA from previous discussions of the proposal. In some “only in Cecil County” moments, Commissioner Robert Hodge (R-5) sought to make sure that any new ordinance would not bar his recent acquisition of two female zebras as pets on his farm.
