		<description><![CDATA[Cecil County is re-opening business and social activities to the fullest extent allowed by Gov. Larry Hogan’s limited “Stage One” recovery plan as new hospitalizations for the COVID-19 virus show slight declines in the state. But a cluster of new cases in the Warwick area has emerged in recent days and county health officials concede that long promised special state testing of local nursing home patients and staff is lagging. Cecil County Executive Alan McCarthy announced, at a press conference on Friday (5/15/2020), that “Cecil County is ready to begin our reopening” and the county “will implement all of the facets stipulated“ in Hogan’s directive that took effect at 5 p.m. Friday. But he noted that “the county cannot remove restrictions that the Governor retains in place.” Hogan has lifted the “stay home” order and allowed limited re-opening of retail operations and hair or barber shops, under certain restrictions, as well as boating and golfing activities. Under questioning by reporters, McCarthy said he had hoped the governor would allow restaurants to open table services at outdoor patios or seating areas with appropriate social distancing. 		<description><![CDATA[Cecil County Executive Alan McCarthy reflected on his four months in office Thursday (3/30/2017) as a “hectic” but “educational experience,” with steps already taken to reorganize county government, re-order transportation priorities, and promote business development. But he warned that the county faces a fiscal “empty bag” due to stalled revenues, rising costs, state spending mandates and past county government policies. McCarthy spoke at an event sponsored by the Cecil Business Leaders for Better Government (CBL), a political action committee that supported his candidacy in the 2016 elections, at Schaefer’s in Chesapeake City. The gathering was billed as marking the new county executive’s first 100 days in office, but the timing was a bit off: McCarthy said his calendar pegged his tenure as 117 days, “but who’s counting?” The new county executive will unveil his first budget on Friday, for the 2018 Fiscal year, and without going into any financial details, McCarthy indicated that there would be difficult choices ahead. And he said he would not take the easy way out of past county leaders to raid emergency reserve funds to balance the budget. 		<description><![CDATA[NEWS ANALYSIS Cecil County had some good economic development news this week, for a change, with the formal announcement of 700 jobs with online retailer Amazon coming to a mega-warehouse near Perryville. But enthusiasm should be tempered with a dose of economic reality on the shortcomings of the local workforce and the paucity of better-paying tech jobs that could expand the local economy and taxbase. While Amazon will bring warehouse operations, employing forklift operators and order-pullers to its “fulfillment center” at a new 10-year leased facility at the Principio business park off Route 40, the quality of the local county workforce and job creation expectations do not bode well for the future in Cecil County, where a new study of workforce skills and expected job opportunities projects that the highest number of new jobs through 2022 in the area will be for low-paid store cashiers. At the same time, a high-value new employer in the county that has built a permanent, owned and operated facility had a positive workforce view—because it recruited computer and technology-savvy workers from other areas.
