		<description><![CDATA[Cecil County State’s Attorney E.D. (Ellis) Rollins III won re-election Tuesday in the Republican primary while sitting judge Brenda Sexton won overwhelming support to remain on the Circuit Court bench in a non-partisan contest. As a result, both Rollins and Judge Sexton will retain their positions since they will be unopposed on the November election ballot. Rollins, a veteran lawyer in the county who won the State’s Attorney prosecutor post four years ago, won 3,952 votes, or 64.7 percent of the vote, in Tuesday’s Republican primary. His opponent, lawyer Michael Halter, received 2,154 votes, or 35.2 percent of the total votes cast. The State’s Attorney race had become heated in recent weeks, with Halter questioning Rollins’ hiring of his son for a job in his office as an investigator assigned to District Court cases. Rollins defended his hiring decision, saying it was permitted under an appellate court ruling, and counter-charging that he fired Halter as a prosecutor after warnings about his personal postings on social media. Democrats did not field a candidate for State’s Attorney in their party’s primary so Rollins will have no opposition in the November general election. 		<description><![CDATA[Gov. Martin O’Malley has named Jane Cairns Murray to a vacant seat on the Cecil County Circuit Court—the first woman ever to hold a seat on the county’s highest court. Murray, 51, is a long-time local attorney and public defender office supervisor who is currently serving as a domestic relations Court Master. In that capacity, she presides over more than 2,300 cases a year, including divorce, child custody cases, family law and child support cases. As a Court Master, she makes recommendations to the Circuit Court judges for their review and approval. Murray is the daughter-in-law of Ethel Murray, a former state Delegate from Cecil County and a pioneer woman in local politics in her own right. Jane Murray recalled, in an interview with Cecil Times, that she served as a senior campaign manager for her mother-in-law shortly after she graduated from the College of Wooster. Ethel Murray was subsequently defeated for re-election in the 1994 Democratic primary by current Del. David Rudolph (D-34B). It was a surprising moment on Tuesday when Jane Murray got a call from an aide to the governor, saying that Gov. O’Malley wanted to talk to her. 		<description><![CDATA[Seven candidates, including some well-known local legal names, have applied for a gubernatorial appointment to a Cecil County Circuit Court judgeship, according to the Maryland Administrative Office of the Courts. Five of the candidates applied for the post before the deadline to do so on Thursday, while two others are carry-over candidates placed in a “pool” of potential appointees for a previous court vacancy. Whoever is selected by the governor will have to defend the seat in the next election, presumably in 2012, if the governor makes an appointment this year. And that could be a hotly contested race if Del. Michael D. Smigiel (R-36) runs for a judgeship as is widely expected. Smigiel did not apply for an appointment to the court. The current vacancy was created by the retirement of Judge O. Robert Lidums. It is the last seat on the local Circuit Court bench that will turn over. Last December, Governor Martin O’Malley appointed Keith Baynes to the seat previously occupied by the late Judge Richard Eli Jackson.
