		<description><![CDATA[Cecil County&#8217;s Drug Court program is getting about a third of its participants off drugs and working to turn their lives around, but the culture of drugs in the county and plea bargains by prosecutors are an uphill struggle, Circuit Court Judge Keith Baynes told the County Council on Tuesday. Baynes, who serves as the administrative judge for the local Circuit Court as well as presiding over the Drug Court, said there are now 117 participants in the program which seeks to get people convicted of drug-related crimes into treatment for their addiction. The program requires drug-testing of defendants three or four times a week, intensive counseling, and obtaining a GED if they do not have a high school diploma, with a carrot-and-stick approach. If participants do not comply with the rules, they will be sent to prison to serve potentially lengthy sentences. Baynes said the program has a 32 percent graduation rate and is seeking an additional case manager to help cope with the increased numbers of participants in the program, which also helps arrange in-patient detox for those who need such services. 		<description><![CDATA[A CECIL TIMES Special Report Cecil County Executive Tari Moore cut nearly $1 million from the Fiscal 2016 budget proposed by Sheriff Scott Adams, who is looking to reorganize operations to better address the county’s crime and illegal drug problems. But the budget setback could undermine or delay some of the changes he wants to make, according to Adams. “Obviously, it’s disappointing,” Adams said of the county executive’s budget plan unveiled this week. As a result, some of his plans for re-organizing operations and developing new initiatives to serve the public will be limited or placed on hold for the immediate future. In an interview with Cecil Times, Adams explained that he gave Moore a detailed four-year plan of where he wanted to take his department, provided a blueprint of the staffing needed to accomplish that mission, and emphasized his commitment to finding new ways to address the rampant drug abuse problem in the county. As part of that plan, Adams proposed adding five additional deputies to the patrol force—to replace some of the deputies who were re-deployed to several anti-drug initiatives&#8211; and three additional community corrections officers as part of a program to co-ordinate with the county’s Drug Court. 		<description><![CDATA[Faced with a growing crisis in illegal drug usage in Cecil County, County Executive Tari Moore on Tuesday named a health official as a “special assistant” to develop a plan to combat drugs and expand treatment options, while a state judge who deals with drug offenders urged broader services to deal with alcohol abuse and families affected by drugs. Moore and county health officer Stephanie Garrity, who attended a County Council worksession in Elkton to discuss the drug issue, announced that Kenneth R. Collins—currently director of the county Health Department’s Alcohol and Drug Recovery Center&#8211; would be detailed to work full-time on developing an “action plan and longer term objectives to reduce substance abuse in Cecil County.” Collins would remain a state employee—as are all workers at the county health department—and continue to report to Garrity. Garrity told Cecil Times that in his current post, Collins was in charge of supervising many day-to-day programs and duties with only about “25 percent” of his time devoted to developing long range plans.
