		<description><![CDATA[NEWS ANALYSIS Gov. Larry Hogan and Exelon announced on Monday (10/29/2019) a settlement of a longstanding feud over federal licensing for continued operations of the Conowingo Dam in Cecil County, with $200 million invested over 50 years in the Susquehanna River and Upper Bay areas for water quality improvements. But the deal, which will clear the way for issuing a new license for the dam, does little if anything to remove the huge stockpile of leaking sediment behind the dam that has contributed to major pollution of the upper Chesapeake Bay. The agreement, hashed out after several years of intermittent feuding between the state and Exelon Generation Company, the dam’s owner, is good news for eels that will be able to slither through the dam to the Susquehanna River with greater ease. And a whole new population of mussels will be dancing in their shells in a new mussel hatchery that will be created on Exelon-owned land along the Susquehanna. The new $25 million mussel project, including land value, is expected to capitalize on the creatures’ water filtration abilities to help reduce existing water pollution. Gov. 		<description><![CDATA[Cecil County Executive Tari Moore told a standing room only crowd of about 200 citizens Tuesday evening that her administration will not abandon the Stemmer’s Run boat ramp in Earleville and she will seek state grant funds to build a breakwater, at an unknown cost, in the adjacent Elk River to protect the ramp. It was a public about-face from the earlier presentation to the County Council by her administration that it was considering not renewing a free lease with the state that expires in December. Clyde VanDyke, the county parks and recreation director, had said he was reluctant to spend the $5,000 currently spent per year to mow grassy areas near the ramps, pier and parking lot. After an outpouring of support for continued operations of the boat ramp from local residents and boaters for one of only three public ramps operated by the county, County Council members said they had been privately assured that the ramp would remain open and the lease renewed. But the county administration did not provide a public statement to that effect, and scheduled the meeting for Tuesday evening at the Parklands community meeting room in Cecilton, after moving the site from the tiny [&#8230;]]]></description>

		<description><![CDATA[The US Army Corps of Engineers is refusing to provide temporary free bottled water to Earleville residents whose drinking water wells were polluted by a federal dredge spoil dumpsite, which the Corps and the Maryland Port Administration (MPA) are trying to re-open to new dumping after a 20-year hiatus due to pollution concerns. During a meeting last week at the Chesapeake City offices of the Corps that included federal and state officials involved in the issue along with residents of the three communities affected by the dump, Tony DiPasquale, with the Corps’ Philadelphia regional office, said the federal agency had decided to refuse a request by the residents—and the Cecil County Council—to provide free bottled water until a proposed municipal water pipeline from the town of Cecilton is constructed and extended some seven miles to the affected communities in Earleville. The pipeline is not expected to be in service until at least two years after the fall, 2015 date by which the Corps and MPA want to renew dumping at the Pearce Creek dumpsite owned by the Corps. But before dumping is resumed, the Corps must obtain a Water Quality Certification permit from the Maryland Department of the Environment (MDE). [&#8230;]]]></description>
