		<description><![CDATA[Cecil County Council President Robert Hodge (R-5) has long been dismayed that county-financed construction projects often use non-local subcontractors and services—from port-a-potties to cement—rather than pump some of those government dollars back into the local economy and wallets of Cecil County residents. So last week Hodge proposed a broad initiative to boost “good faith” efforts by bidders on county projects to employ local subcontractors and service providers. His proposal, which he said was really an impetus to stimulate discussion on how to promote local business, immediately drew skepticism from some county government officials and ideological political venom from a local conservative group. The group, “Campaign for Liberty,” is operating in Cecil and Harford counties and has ties to the Smipkin political organization. The group is being courted by County Councilor Diana Broomell (R-4), who is widely expected to seek a state legislative seat in a new Cecil-Harford district. But Hodge was ahead of the curve with his proposals, and several days later, Maryland Attorney General Doug Gansler suggested an array of “preferences” for Maryland businesses and suppliers on state contracts. 		<description><![CDATA[A landmark Supreme Court ruling on Wednesday, finding that same-sex legally married couples must have equal rights to benefits under federal law, is expected to have little impact on Cecil County government employees, who already have spousal benefits, a county official said. Donna Nichols, Cecil County’s Director of Human Resources, told Cecil Times that she had followed the breaking news of the Supreme Court decision on Wednesday and that the early indications were that little would change in county policy regarding employee benefits as a result of the ruling. For the past several years, all legally married employees—regardless of the gender of their spouses—have had access to health benefits, she said. However, she said that other issues—such as requirements under the separate federal Family and Medical Leave Act (FMLA) might have to be re-evaluated and revised in light of the new high court decision. The Supreme Court ruled Wednesday that the 1996 federal Defense of Marriage Act (DOMA) was unconstitutional because it violated basic rights and equal protections under the law, and had improperly written “inequality” into federal law. As a result, benefits and legal rights provided under federal law will now be equally applied to legally married same-sex couples. [&#8230;]]]></description>

		<description><![CDATA[Analysis Democrat Peter Franchot will not seek his party’s nomination for governor in 2014 and instead will seek re-election to his current post as Maryland Comptroller—a move that could limit potential political options for state Sen.
