		<description><![CDATA[(WITH EXCLUSIVE CECIL TIMES VIDEO) Alan McCarthy&#8211; a local veterinarian, businessman and former Vice-President of the County Council&#8211;was sworn in as Cecil County Executive on Monday 12/5/16, pledging to treat all taxpayers with “respect” and to work hard to bring jobs and economic development to the county. McCarthy and two new members of the County Council were sworn into office during a packed, standing room only ceremony at the Upper Chesapeake Ballroom, at the North East fire company hall in North East. The ceremony was attended by most members of the District 36 state legislative delegation, mayors of the county’s towns, many county employees, local business owners, and supporters and family members of the newly elected public officials. Outgoing County Executive Tari Moore and outgoing County Council President Robert Hodge also attended. 		<description><![CDATA[NEWS ANALYSIS Cecil County Executive Tari Moore’s new proposed budget would boost her own office’s spending by 3.2 percent while cutting the County Council’s current budget by 4.2 percent, especially in accounts that could enable the Council to hire independent advisers to review or challenge her policies. In addition, county employees have a “Cadillac” health care program that provides such privileged benefits that the plan could face federal tax penalties in the next few years unless benefits are scaled back to more reasonable levels, according to the county’s Human Resources director. In Moore’s new Fiscal 2016 budget proposal, county employee health costs are projected to rise 31.6 percent. [CORRECTION: County Director of Administration Al Wein advised Cecil Times that the County Executive does not receive health care benefits. 		<description><![CDATA[Cecil County State’s Attorney E.D.E. (Ellis) Rollins III, who is seeking re-election to his post, hired his son as an investigator&#8211; who began work the same day his father was sworn into office&#8211; although he lacked the law enforcement experience of previous occupants of the position. The hiring has become an issue in the current Republican primary campaign. Ellis Rollins’ son, Kyle Rollins, was hired as an investigator in the State’s Attorney office on 1/3/11, according to county Human Resources Director Donna Nichols, who said his current salary is $53,664. He is scheduled to receive a 4.75 percent pay raise—including a 1.75 percent cost-of-living increase—effective 7/1/14, she added. The State’s Attorney’s office receives funds from Cecil County government as well as the state but its personnel policies come under the county government’s HR office, Nichols said. The county has an anti-nepotism policy regarding the “employment of relatives” but Nichols said it was determined that the elder Rollins would not be directly supervising his son. The elder Rollins told Cecil Times that there was an appellate court case that was “on point” that indicated there was no conflict in hiring his son for the position.
