		<description><![CDATA[NEWS ANALYSIS For more than a month, the Cecil County Council has been locked in a procedural power struggle with new County Executive Danielle Hornberger’s administration over her firing of all five members of the county’s Ethics Commission, whose terms still had months or years to run, and replacement with her choices. But even after the Council approved all but one of her nominees late Tuesday (2/16/2021), under pressure to install a functioning panel as required by state law, that still wasn’t good enough for Hornberger’s chief allies. When one Council member – Bill Coutz (R-2) &#8211;sought to explain his votes to constituents and personal friends on his Facebook pages after the meeting, fellow Council member Jackie Gregory (R-5) attacked him in scathing personal and political terms on his pages and even interjected her attacks into comments by friends supporting him, continuing well into the day on Thursday. 		<description><![CDATA[The evolving political split among the Cecil County Commissioners came into play Tuesday when two commissioners tried to get the Board go on record against proposed state legislation, sponsored by state Sen. E.J. Pipkin (R-36), to transfer some financial responsibility for teacher pensions from the state to the counties. But a three-member majority of the all-Republican board refused to speak out against the Pipkin legislation. At the same time, members of the Cecil County Patriots—the local “tea party” organization that has often been at odds with the political machine led by Pipkin and his ally, Del. Michael D. Smigiel (R-36)—announced plans to testify and protest against the Pipkin pension bill at a hearing in Annapolis on Wednesday 3/2/11. For the second consecutive year, Pipkin has proposed legislation that would transfer responsibility for local teachers’ pensions from the state to local counties. But this year’s version (SB629) includes some mitigating language that would only transfer pension obligations to the counties insofar as the costs are above the median for the state. Pipkin has maintained that his newest proposal would not harm Eastern Shore counties in his district but would force more urbanized counties, such as Montgomery County, to pick up the [&#8230;]]]></description>

		<description><![CDATA[   The drama may just be beginning for the Cecil County Republican Central Committee as members of  different factions elected in Tuesday&#8217;s primary learn to co-exist&#8211; or not.     The crowded field of candidates &#8211;22 people vying for 9 seats&#8211; and the war of words on various Internet bulletin boards and comment pages was a never-ending source of  local political entertainment&#8211; especially for Democrats&#8211; in this election season.   With all 19 regular precincts reporting, a slate spearheaded by Sen. E.J. Pipkin and Del. Michael Smigiel, both R-36, appeared to have won control of the party committee. However, absentee and provisional ballots could alter the final outcome since some candidates were separated by just a handful of votes.      The current chairman of the committee, Joe Carabetta, barely hung on, coming in 9th place in the crowded field. Several other current members of the committee, including Robert Amato and Allen Andrichyn, finished out of the running.  The campaign featured rival slates and feuds over whether a slate assembled by two state legislators had the right to call itself  &#8216;tea party tested, tea party approved,&#8217; when some of its members boycotted a non-partisan candidates&#8217; forum hosted by the local tea  party group.
