A CECIL TIMES SPECIAL REPORT With less than a month before the primary elections for Cecil County Executive and County Council, some candidates have surged to the forefront in campaign fundraising and activity while a recent candidates’ forum displayed some not-ready-for-prime-time verbal paralysis. Top fundraiser for County Executive is current County Council Vice President Alan McCarthy (R-1), with mostly local donations, while his three GOP primary rivals lag in donations and rely heavily on out of area supporters. In addition, during a candidates’ forum sponsored by the Cecil County Chamber of Commerce at Cecil College in North East on 3/29/16, contenders answered questions and outlined their campaign agendas. Most of the candidates handled the generally softball questions with ease—with the exception of one political newcomer who choked up under the pressure of even describing his own positions and reasons for running for office. Alan McCarthy’s latest campaign finance report, the pre-primary filing required on 3/22/16, showed a bank balance of $9,343, after new contributions of $8,150 and expenditures of $1,789 for the period from 1/14/16 through 3/15/16. His account had a carry-over balance of $2,982 from previous fundraising efforts. McCarthy’s contributions came from a range of well-known local Republicans and […]

It was two days after Christmas, 2013 and all through the Upper Shore, Republican politicos had visions of sugar-daddy plums coming down the chimney with ex-Sen. E.J. Pipkin, who resigned from his seat and moved to Texas—leaving behind a hefty goody sack filled with political cash. In a newly filed campaign finance report, Pipkin reported that he recently distributed virtually all of his remaining campaign funds to various political committees and one candidate in particular: his longtime ally and underling, Del. Michael Smigiel (R-36). Smigiel—half of the “Smipkin” political organization moniker with Pipkin that ruled Cecil County GOP politics for several years until Pipkin’s resignation—was gifted with $6,000 given to his campaign committee on 12/27/13, according to Pipkin’s filings with the state Board of Elections. (The state elections board reported that Smigiel had not filed his required annual report by the 1/15/14 deadline and had already been assessed a late fee.) At the time of his resignation, Pipkin served as the Republican Minority Leader in the state Senate, and many of his colleagues were both shocked and miffed with his sudden departure. Pipkin apparently sought to mollify his old colleagues with a $5,355 donation to the “Republican Senatorial Slate Committee,” […]

Fundraising for candidates in the District 1 County Council race is much like the campaign itself: Dr. Alan McCarthy, a Republican, is actively engaged while his Democratic rival, Pamela Bailey, is largely absent. McCarthy, a Chesapeake City veterinarian and businessman making his first run for countywide office, has raised a total of $22,546. Cumulatively, small donations and fundraiser ticket purchases from individual members of the Cecil County Patriots, the local “tea party” organization, add up to $930— amounting to one of his largest contributions. McCarthy, who has bought and sold investment properties for many years, also received a $1,000 donation from the Maryland Realtors Political Action Committee (PAC) in Annapolis. His financial report listed the donation under receipts from “political clubs” rather than a separate section reserved for reporting PAC money. The Realtors PAC has also donated $3,000 to the campaign of Tari Moore, a County Commissioner who is the Republican nominee for County Executive. McCarthy also received $1,200 from the Cecil County Republican Club and several other local candidates shipped funds from their own political accounts to McCarthy’s campaign. Candidate donations were received from Commissioner Robert Hodge (R-5) who is seeking re-election ($273); Judge Jane Murray ($373), who is […]
