[UPDATED with new counts released mid-day Wednesday by election officials] Cecil County voters braved long lines winding around polling places on Tuesday and during a week of early in-person voting, with wait times averaging an hour or so, in a high-stakes election of national and local importance. But even as early voting, election day and most mail-in ballots were counted by Wednesday morning (11/4/2020), there were still more mail-in, military and provisional ballots to be tallied by 11/13/2020, under state law. Despite the wave of early in-person voting and crowds of voters showing up on election day, most voters reported lines moved swiftly and Board of Elections staff were well-organized, including provisions for seniors and the disabled to be seated indoors while place-holder cards secured their place in line outdoors. The key questions for the county were the outcome of a contested race for County Executive and one school board seat, with a Charter amendment pertaining to qualifications to run for County Council also on the ballot. COUNTY EXECUTIVE: Danielle Hornberger, a Republican who won her party’s nomination overwhelmingly in the June mail-in ballot primary contest, held a compelling lead over her Democratic challenger, Jeff Kase. Hornberger, who defeated incumbent […]

NEWS ANALYSIS The national shock and horror of last weekend’s mass shootings in El Paso, TX and Dayton, OH brought out the usual “thoughts and prayers” for the victims from a bipartisan roster of public officials, but that wasn’t good enough for State Sen. Steve Hershey (R-36), who represents Cecil County and three other Eastern Shore counties in Annapolis. Virtually alone among Maryland Republicans, Hershey has taken to Twitter for several days to call out racists and suggest that President Trump didn’t go far enough to address the root causes of the terrorism that targeted Hispanics in Texas. “I’m done with the thoughts and prayers. I’m done with the phony outrage from scores of politicians. I’m angry. I’m horrified. I’m devastated. Our American culture is suffering. Let’s call this what it is: A white nationalist committed an act of terrorism.” Hershey wrote on Sunday 8/4/2019. Later, after President Trump and others insisted that mental illness was the cause, Hershey observed, “How many more times are we going to use “mental illness” as the standard response to a mass shooting? That crutch has been worn thin. Here’s what happened in El Paso: a guy drove hundreds of miles and committed an […]

A CECIL TIMES SPECIAL REPORT About 96 percent of Cecil County residents are now covered by health insurance, a substantial gain since the federal Affordable Care Act took effect in 2014. But uncertainty over the fate of the federal law, which the Trump administration has vowed to repeal, poses fiscal concerns for the Maryland budget and worries local health care providers such as Union Hospital. The non-partisan Office of Legislative Services recently briefed lawmakers in Annapolis on potential healthcare cost pitfalls facing the state in the current budget year and the upcoming Fiscal 2018 budget currently under review by the General Assembly– even under the existing terms of the Affordable Care Act (ACA.) And in the uncertain climate of a potential repeal of ACA, the state could face insurmountable budget costs if it tried to assume a greater share of health insurance subsidy costs, with the potential difficult choice of deciding who, or what medical conditions, should receive assistance. The political uncertainty also raises concerns over the fate of Maryland’s unique federal “waiver”—the only state in the nation to have an exemption from many federal Medicare and Medicaid regulations—that has put a brake on rising hospital and health care costs […]
