		<description><![CDATA[[UPDATED with new counts released mid-day Wednesday by election officials] Cecil County voters braved long lines winding around polling places on Tuesday and during a week of early in-person voting, with wait times averaging an hour or so, in a high-stakes election of national and local importance. But even as early voting, election day and most mail-in ballots were counted by Wednesday morning (11/4/2020), there were still more mail-in, military and provisional ballots to be tallied by 11/13/2020, under state law. Despite the wave of early in-person voting and crowds of voters showing up on election day, most voters reported lines moved swiftly and Board of Elections staff were well-organized, including provisions for seniors and the disabled to be seated indoors while place-holder cards secured their place in line outdoors. 		<description><![CDATA[In the first-ever, mostly mail-in primary election in Cecil County history, political novice Danielle Hornberger held a compelling lead over incumbent Alan McCarthy for County Executive in the Republican primary, while incumbent Jackie Gregory was solidly ahead in the contested GOP primary for County Council in District 5, according to early returns from the county’s Board of Elections (BOE) issued late on Tuesday evening (6/2/2020). There are still three local Board of Elections canvassing meetings scheduled to count votes, including a session on Wednesday 6/3/2020, before the official voting tally is confirmed. Tomorrow’s session will likely continue to count mailed-in ballots that were received in the past few days, when advance counting stopped as BOE officials prepared to conduct the live, in-person voting session in Elkton that was held on Tuesday. But the initial tally of mailed-in ballots, not including in-person voting on Tuesday, showed Hornberger with a commanding lead, with 4,909 votes to McCarthy’s 2,019 votes. 		<description><![CDATA[Cecil County Council member Jackie Gregory (R-5) has drafted a list of budget cuts for the proposed Fiscal 2021 county budget that will be considered today (5/19/2020), with no advance public notice, that particularly targets county library, parks, and emergency services, including paramedics responding to emergency calls during the current COVID-19 pandemic. Gregory, who is running for re-election in the June 2 Republican primary, was still writing and re-writing her proposals late Monday night and is expected to offer amendments to the budget during a Council worksession that is slated to begin at 3.30 p.m. on Tuesday. The Council is meeting via videoconferencing and is also scheduled to vote on the full Fiscal 2020 budget during an evening legislative meeting that will also be conducted remotely. It is the first time in two years that Gregory, a routine critic of the county budget, has actually offered a list of amendments and sought formal votes on spending cuts.
