		<description><![CDATA[A CECIL TIMES Special Report Cecil County Animal Services failed to inspect multiple kennel businesses in 2018 and is only now scheduling inspections, according to the county attorney, after CECIL TIMES reported previously that many inspections were not conducted or licenses issued as required by county law. “The County acknowledges it has been late in performing several kennel inspections in 2018,” Jason Allison, the county attorney, wrote in a letter to CECIL TIMES that was sent via email late Friday (2/8/2019) afternoon. He further admitted that four commercial and/or boarding kennel businesses had applied for licenses but the county failed to inspect the facilities or issue licenses as required in 2018. He said that the four premises would be inspected soon, and that the owners would not be fined or extra fees imposed for their 2018 licenses that were not issued previously. Kennel license applications must be submitted in April of each year, and county inspections of the premises are usually conducted in May, with licenses issued upon completion of the inspections. 		<description><![CDATA[It was probably the most momentous 14 minutes of Will Davis’ life when the Elkton lawyer met at the Cecil County Courthouse with Governor Larry Hogan on Wednesday. “I was nervous, but probably not as much as I would have been if the interview had been in the governor’s office in Annapolis,” Davis told Cecil Times just a few hours before Hogan’s office announced Friday morning that Davis had been selected to fill an open seat on the Cecil County Circuit Court. The rapid announcement of the appointment of Davis to the Circuit Court and Clara Campbell to a District Court open seat came Friday morning, via a formal press release from the governor’s office in Annapolis, while Hogan himself was visiting a newly expanded high-tech mushroom farm in Warwick, in southern Cecil County, as part of a three-day visit to the Upper Shore. 		<description><![CDATA[Lock up the official seal of the state Administrative Office of the Courts (AOC): Mike Smigiel, three-time loser in recent political campaigns including a bid for a Circuit Court judgeship in which he misappropriated the AOC seal, is at it again. The former state Delegate has filed applications for a gubernatorial appointment to both Circuit Court and District Court vacant seats on the Cecil County bench. Also filing an application for appointment to the Circuit Court bench is current Cecil County State’s Attorney Ellis (E.D.E) Rollins, a Republican whose father and grandfather were also judges. It has long been known in local legal and political circles that Rollins wanted to follow in the family footsteps to a court seat, and that he was especially interested in seeking the seat that recently became available due to the retirement of Judge V. Michael Whelan. (Whelan officially retired last fall, but has continued to fill-in on the local bench as a “senior” or retired judge with a limited caseload.) Rollins was previously passed over for a governor’s appointment to two seats on the Circuit Court.
