		<description><![CDATA[Phyllis Kilby, an eight-year veteran of the Cecil County Board of Commissioners and a leader in farm and civic groups, has filed with the Board of Elections (BOE) as a write-in candidate for the County Council seat now held by Donna Culberson (R-4), who was appointed to her seat last year and recently won the Republican nomination for the November general election. Kilby faces an uphill fight, since her name will not appear on the printed ballot presented to voters. Instead, she will have to convince voters to write-in her name on the correct line for the District 4 Council race. By filing her write-in candidacy with the BOE, with required financial disclosures and campaign committee documentation, her write-in votes will be counted by the Board of Elections. Write-in votes for people who have not gone through the paperwork hoops of the BOE are not counted. Kilby ran and won two terms for Commissioner as a Democrat, at a time when the Democrats held a majority party registration in the county, but Republicans currently hold a registration majority. 		<description><![CDATA[Michael W. “Good Mike” Dawson has withdrawn his candidacy for the Cecil County Council seat now held by Diana Broomell, throwing his support to fellow Republican George Patchell in an effort to unify opposition to Broomell. Dawson, whose family has generations-deep roots in the Perryville area, had filed his official candidacy including the “Good Mike” nickname local residents gave him to differentiate him from Michael A. Dawson—a newcomer to the county and one-term Perryville town commissioner known as “MAD Mike” for his bitter and divisive attacks on fellow lawmakers and citizens. “Good Mike” Dawson withdrew his candidacy for the Council in District 4 on 2/12/14. He had originally filed as a candidate 6/6/13. In an interview with Cecil Times, Dawson said, “I decided it would be best for the county and for Republicans to go forward united. 		<description><![CDATA[Port Deposit mayor and former county commissioner Wayne Tome has filed as a candidate for the Cecil County Council in this year’s elections, seeking to regain the District 4 seat he lost in 2010. Tome is also the first Democrat to file in this year’s Council races, in which three seats are at stake: Districts 2, 3, and 4. Republicans have already filed in those districts. He formally announced his candidacy during a weekend event at the Carriage House in Port Deposit, the historic old Jacob Tome property in the waterfront town. “We need to get back to the stage we were trying to set before we got derailed for the past few years,” Tome said in an interview with Cecil Times.
