		<description><![CDATA[The campaign for the Cecil County Council seat from District 2 has been a polite, so far, contest between the two actual candidates: incumbent Joyce Bowlsbey, a Republican, and challenger John Ulrich, a Democrat. But as both candidates boost their fundraising efforts, shots have been fired from the sidelines by others who lost their own unrelated campaigns in the June primaries. Bowlsbey held a fundraiser last weekend, billed as a ‘BBQ and Bull’ event, in a barn at the Scheeler family farm in Cecilton that featured a mechanical bull ride. Bowlsbey, wearing cowboy boots, successfully completed a brief stint on the motorized beast but other riders—such as County Councilor Alan McCarthy (R-1)— flew off into the airbags within seconds. Ulrich is holding a fundraiser on Friday evening 8/12/14 at the Dove Valley winery in Rising Sun, featuring BBQ, music, and a wine tasting. Bowlsbey won the GOP primary with 52.7 percent of the vote over Chris Zeauskas, a member of the county’s Republican Central Committee who did manage to hold on to his committee seat despite losing his Council bid. 		<description><![CDATA[Cecil County Councilor Joyce Bowlsbey (R-2) launched her election campaign on Monday, touring the county’s towns to hear first-hand the concerns of the municipalities and pledging to give local communities a voice in Elkton. Bowlsbey, who was appointed to her Council seat last year by County Executive Tari Moore, will be standing for election for the first time this year. Bowlsbey filled the vacancy created when Moore resigned her legislative seat to become the county’s first County Executive under Charter government. County Council members are elected at-large, meaning that although they must live in one of the five districts of the council, voters throughout the county choose Council members, not just residents of their districts. Bowlsbey began her day-long trek south-of-the-Canal, visiting Cecilton and Chesapeake City. Residents of southern Cecil often complain that their concerns are ignored by county-wide politicians, who locals joke couldn’t find Earleville or Warwick even with a GPS device. But Bowlsbey said she was opening her campaign with a listening tour, to hear what local officials had to say about the issues and problems facing their communities. 		<description><![CDATA[There was an air of enthusiasm, hope and optimism for Cecil County’s future in the county administration building in Elkton Monday as Tari Moore became the county’s first-ever County Executive when the clock struck noon and Charter government ushered in a historic, new era in county government. Also, Dr. Alan McCarthy and Robert Hodge were sworn in as members of the new County Council. US Rep. Andy Harris (R-1), state Del. David Rudolph (D-35) and Harford County Executive David Craig ( R) had front-row seats for the ceremonies and enthusiastically congratulated Moore, McCarthy and Hodge on their victories in the November election. But noticeably absent were Del. Michael Smigiel and Sen. E.J. Pipkin, both R-36, and hold-over county commissioners/Council members Diana Broomell (R-4) and Michael Dunn (R-3.) Broomell and Dunn are aligned with the Smipkin political organization led by Smigiel and Pipkin, who had actively opposed fellow Republicans Moore and Hodge for election. The Smipkins have mounted yet another campaign against Moore in the past few days, since she announced she had changed her political party registration from Republican to “unaffiliated” so as to remove the Smipkin-controlled Cecil County Republican Central Committee from determining Moore’s replacement on the County Council [&#8230;]]]></description>
