Another local campaign by Dan Schneckenburger, another pitch against “illegal immigrants”—despite Census data showing minimal foreign-born population, including legal residents and citizens, in Cecil County—in his campaign flyers orchestrated by a Harford County political consultant. In his latest campaign for re-election to his District 3 County Council seat in the Republican primary, Schneckenburger lists as top priority on one of his direct mail flyers to “work with law enforcement to fight the spread of illegal immigrants in Cecil County.” This time, it’s a more generic pitch, in contrast with the detailed platform he injected into his failed race for County Executive in 2016. At that time, he outlined a plan to “investigate” businesses holding contracts with the county and terminate them if contractors “knowingly”employed any illegal immigrants. He also proposed investigating charitable groups receiving county grants to see if they provided any “aid to assist illegal immigrants.” However, a review of federal Census data and state Planning Department statistics by Cecil Times showed a minimal “foreign born” population in the county—including legal residents and US citizens who happened to have been born overseas. 		<description><![CDATA[Newly appointed state Senator Steve Hershey won the Republican primary for the seat, defeating former Delegate Dick Sossi in a grudge re-match of their bitter delegate seat fight four years ago. Hershey, of Queen Anne’s County, was appointed several months ago to the Senate seat formerly held by E.J. Pipkin, who resigned to move to Texas. Hershey was appointed to the seat by Gov. Martin O’Malley after the Republican central committees in the four counties in the 36th district split evenly between Hershey and Del. Michael Smigiel for the seat. The governor was empowered to break the tie and picked Hershey. Hershey had earlier won his House of Delegates seat by beating the then-incumbent Sossi by 124 votes in a Republican primary. Sossi was bitter over a last-minute negative campaign flyer, showing him with his eyes closed and the suggestion that Hershey was the more “energetic” candidate. So when Hershey moved up to the Senate, Sossi might have reclaimed his old Delegate seat through the vacancy-filling process. But Sossi set his sights on the Senate seat and that set off another head-to-head confrontation. 		<description><![CDATA[It was two days after Christmas, 2013 and all through the Upper Shore, Republican politicos had visions of sugar-daddy plums coming down the chimney with ex-Sen. E.J. Pipkin, who resigned from his seat and moved to Texas—leaving behind a hefty goody sack filled with political cash. In a newly filed campaign finance report, Pipkin reported that he recently distributed virtually all of his remaining campaign funds to various political committees and one candidate in particular: his longtime ally and underling, Del. Michael Smigiel (R-36). Smigiel—half of the “Smipkin” political organization moniker with Pipkin that ruled Cecil County GOP politics for several years until Pipkin’s resignation—was gifted with $6,000 given to his campaign committee on 12/27/13, according to Pipkin’s filings with the state Board of Elections. (The state elections board reported that Smigiel had not filed his required annual report by the 1/15/14 deadline and had already been assessed a late fee.) At the time of his resignation, Pipkin served as the Republican Minority Leader in the state Senate, and many of his colleagues were both shocked and miffed with his sudden departure.
