The Cecil County Council interviewed the five nominees from County Executive Danielle Hornberger to take over the county’s Ethics Commission at a Tuesday (2/9/2021) worksession, with members posing questions that mostly tiptoed around some of the key questions surrounding Hornberger’s decisions—and actions that could be a template for future wholesale removal of other county board memberships. The biggest unanswered question in the room was whether Andrew Goins, an associate pastor at Pleasant View Baptist Church, could set aside his church’s strong anti-LGBTQ and anti-gay marriage views to decide cases that might involve LGBTQ community members fairly and without bias. And there was also an unanswered question about how another nominee, a supposed Democrat, would consider potentially partisan matters. Apparently unknown to most Council members at the time, one nominee—Heather O’Rourke—only registered as a Democrat days before she was picked by Hornberger for the ethics panel. During her discussion with the Council, she repeatedly emphasized that her status as a Democrat would give her ‘independence’ and said she was experienced in standing up to people of other political views. County law requires that all members of the five-member ethics panel must be registered county voters and the panel may have “no […]

NEWS ANALYSIS The national shock and horror of last weekend’s mass shootings in El Paso, TX and Dayton, OH brought out the usual “thoughts and prayers” for the victims from a bipartisan roster of public officials, but that wasn’t good enough for State Sen. Steve Hershey (R-36), who represents Cecil County and three other Eastern Shore counties in Annapolis. Virtually alone among Maryland Republicans, Hershey has taken to Twitter for several days to call out racists and suggest that President Trump didn’t go far enough to address the root causes of the terrorism that targeted Hispanics in Texas. “I’m done with the thoughts and prayers. I’m done with the phony outrage from scores of politicians. I’m angry. I’m horrified. I’m devastated. Our American culture is suffering. Let’s call this what it is: A white nationalist committed an act of terrorism.” Hershey wrote on Sunday 8/4/2019. Later, after President Trump and others insisted that mental illness was the cause, Hershey observed, “How many more times are we going to use “mental illness” as the standard response to a mass shooting? That crutch has been worn thin. Here’s what happened in El Paso: a guy drove hundreds of miles and committed an […]

NEWS ANALYSIS The Cecil County Council, confronted by anguished parents and supporters of Girl Scouts who say they suffered racial slurs after they spoke up at a meeting of the county’s animal control oversight panel, is now pressing the County Executive for action to resolve long-standing issues surrounding the county’s animal control contractor, A Buddy for Life, Inc. In response, County Executive Tari Moore then announced that she would suspend operations of the citizens’ oversight panel– which held quarterly public, audiotaped meetings at which citizens could speak about animal issues– and bring full oversight of the Buddies directly into her administration. The oversight panel itself was not involved in the alleged racially-insensitive incidents after its meeting, and witnesses claimed it was supporters of the Buddies who instigated the alleged incident. During morning and evening meetings of the Council on 5/5/15, Council members expressed shock and dismay over the alleged incidents, which were first reported by the Cecil Times on 5/4/15.
