		<description><![CDATA[NEWS ANALYSIS It’s a good thing that Ronald Reagan, the late President and conservative Republican hero, never sought a seat on the Cecil County Republican Central Committee. If he had lived here, he wouldn’t qualify under retroactive sanctions now being proposed to ban anyone who ever donated to a Democrat or challenged a GOP nominee, before they were even sworn in to the local committee. (Reagan was a Democratic Party activist and donor before switching to the Republican side.) The campaign to nullify the decisions of county Republican voters—who elected Alan McCarthy, Joyce Bowlsbey and William Coutz to seats on the GOP Central Committee in the July primary but who have not yet been sworn into office—is being led by Vincent Sammons, the multiple online personality and political gadfly. 		<description><![CDATA[A CECIL TIMES SPECIAL REPORT James Appel, the Cecil County Director of Finance who is paid more than $124,000 a year by local taxpayers, is also operating an Annapolis political campaign finances consulting business, earning at least $42,000 in 2021. At the same time, he has been working in Elkton just four days a week even as County Council members pleaded for many months for information on county expenditures and uses of millions in state and federal aid for COVID and economic relief. Council concerns and questions about fiscal transparency have grown especially since the resignation of Rebecca Anderson, the longtime deputy finance director and budget manager, about two months ago. She took a fiscal position with the County’s public schools, which operate independently from the county executive’s administration. Anderson was much admired by Council members for her diligence and straight-forward responses to Councilors’ questions. 		<description><![CDATA[NEWS ANALYSIS It was the first time that Lawrence Scott, an Annapolis political consultant and the new Cecil County Attorney, put in an official appearance at a public county meeting when he presided over the first session of the all-new membership of the county’s Ethics Commission on Tuesday 4/20/2021. It did not go well. First, the audio portion of the livestreamed meeting was muted for about the first fifteen minutes of the session, before an audience member was able to raise a ‘hand’ in the online format to advise that no one could hear the proceedings. When the audio was then enabled, Scott related what he said was the state of play thus far: approval of the meeting agenda, discussion of a list of members of county boards and commissions who had failed to submit a required ethics disclosure form, and a decision to send a letter to apparent violators giving them 30 days to submit the required forms.
