		<description><![CDATA[CRISFIELD—What a difference a year makes in the political landscape of the Upper Eastern Shore, but some things never change at one Shore political institution: the J. Millard Tawes annual crab and clambake here. The beer was still icy, the crabs and fried clams were warm and plentiful, and the still-surviving candidates after an unusually early primary election were working the crowds for votes in November. It was the 38th annual Maryland summer ritual of steamed seafood and raw political glad-handing on Wednesday, but there were some big changes from last year’s event: the absence of some Upper Shore politicians who no longer have a seat either in Annapolis or at the crab-picking tables under the white tents in Crisfield. Just a year ago, State Sen. E.J. Pipkin and his ally, Del. Michael Smigiel, both R-36, were working the Crisfield crowd with legions of tee-shirted campaign supporters, seeking to continue the political dominance of the four counties of the 36th district they had held since 2002. 		<description><![CDATA[Newly appointed state Senator Steve Hershey won the Republican primary for the seat, defeating former Delegate Dick Sossi in a grudge re-match of their bitter delegate seat fight four years ago. Hershey, of Queen Anne’s County, was appointed several months ago to the Senate seat formerly held by E.J. Pipkin, who resigned to move to Texas. Hershey was appointed to the seat by Gov. Martin O’Malley after the Republican central committees in the four counties in the 36th district split evenly between Hershey and Del. Michael Smigiel for the seat. The governor was empowered to break the tie and picked Hershey. Hershey had earlier won his House of Delegates seat by beating the then-incumbent Sossi by 124 votes in a Republican primary. Sossi was bitter over a last-minute negative campaign flyer, showing him with his eyes closed and the suggestion that Hershey was the more “energetic” candidate. So when Hershey moved up to the Senate, Sossi might have reclaimed his old Delegate seat through the vacancy-filling process. But Sossi set his sights on the Senate seat and that set off another head-to-head confrontation. Steve Hershey, setting up a grudge match replay of the 2010 Republican primary for a Delegate seat in which Hershey beat veteran incumbent Sossi by 124 votes after a last-minute negative campaign flyer attack. This time, both candidates are well-funded—although by very different means—and Hershey seems to be taking out an issue insurance policy just in case Del. Michael Smigiel gets into the Senate contest. Sossi, who held a Delegate seat from Queen Anne’s County in the four-county 36th District from 2002 until he lost it in late 2010, has continued to make the rounds of community events and issue meetings in the area for the past several years as a district representative for US Rep. Andy Harris (R-1).
