		<description><![CDATA[Not so long ago, Mike Flanagan was a star pitcher for the Baltimore Orioles, scoring multiple wins for the home team. In Cecil County, more recently a similarly-named batter employed by the county government hit some home runs out of the park in savings to local taxpayers. But even the best hitters sometimes get a strike, and the Cecil County Council was full of praise on Tuesday for the homers but quick to complain about a small strike. Scott Flanigan, Cecil County’s Director of Public Works, told the Cecil County Council at its 11/3/2015 worksession that his department will save up to $6 million on projected costs for a state and federally-mandated environmental upgrade to the North East/Seneca Point wastewater (sewage) treatment plant, a project that is now about 80 percent completed. In addition, Flanigan and his staff re-worked engineering designs on a needed upgrade to the failing Port Deposit sewage treatment facility—which is now owned by the county—to provide increased capacity and save about $1.2 million over cost estimates made just last month. 		<description><![CDATA[A CECIL TIMES SPECIAL REPORT The former chair of Cecil County’s troubled animal control oversight panel has been found subject to “reprimand” by four members of the county’s Ethics Commission—but it’s a moot point because the chair, Lyn Yelton, already resigned several months ago. A dissenting opinion challenged that conclusion and said other members were trying to punish someone for “what we think someone intended to do,” but didn’t do. The outcome of the ethics panel’s action was also seen as a potentially damaging blow to efforts to get knowledgeable volunteers to serve on various county unpaid advisory panels. And Yelton has appealed for “exoneration” to the County Council and County Executive, over what she called an “outrageous” finding that will have a chilling effect on public discussion of issues and the county’s policies and programs. 		<description><![CDATA[The heroin and drug abuse crisis plaguing Cecil County and Maryland will require money, commitment by state and local governments and involvement of medical experts and families affected by drug abuse, local officials and area residents told a new state task force in Elkton on Tuesday. Cecil County Executive Tari Moore claimed credit for reducing drug overdose deaths in the county in 2014, but in fact state statistics on the total number of drug-related deaths are not yet available and for much of last year Cecil County was on track for a record number of drug overdose deaths. Cecil County had the dubious distinction on 3/17/15 of being the first stop on a planned tour around the state by the Heroin and Opioid Emergency Task Force convened by new Maryland Gov. Larry Hogan and chaired by Lt. Gov. Boyd Rutherford. (In 2011, Cecil County had the highest drug overdose death rate, on a per capita population-adjusted basis, in the state—even higher than the city of Baltimore.) “This is a problem that does not have an easy, or overnight, solution,” Rutherford said in Elkton.
