		<description><![CDATA[Cecil County officials acknowledged Monday that they received a late bid, after the 1:30 PM Thursday 10/1/15 deadline for submission of bids on a new Animal Control contract, from a Chestertown pest removal company but decided to allow the late submission to be accepted and reviewed for the 18-month contract. Three other bidders complied with the deadline and were announced as the only official bidders at a bid opening meeting. Al Wein, the county Director of Administration, told Cecil Times on Monday that the tardy vendor, Wildlife Damage Control, phoned the county procurement office shortly before the deadline and said they would be late because “They didn’t know that the Sassafras River bridge was closed.” The bridge is the dividing line between Cecil and Kent counties. The closing of the bridge for several weeks was widely announced in local media and through multiple signs posted throughout Kent County highways for the past several months. Cecil Times was present for the official bid opening last Thursday, when it was announced that there were three official bidders after David Pyle, the county purchasing officer, opened three packets that had been submitted. 		<description><![CDATA[Cecil County government has published a “request for proposals” (RFP) seeking animal control services under an 18-month contract, beginning 1/1/16, including provisions to allow the county government to buy a shelter building and assume its operating and maintenance costs. And a Delaware animal shelter that has been embroiled in fights with state and local government over animal control there plans to bid on the Cecil County contract, the group’s executive director told Cecil Times. County Executive Tari Moore and her senior aides have visited at least three county government-owned shelter facilities in Maryland—Harford, Frederick and Queen Anne’s counties, according to records of Moore’s official schedule that were obtained by Cecil Times. In addition, Moore’s schedule shows a meeting on 2/12/2015 with “Mary Thompson re: Rainwood Kennels.” Thompson and her husband, retired county Circuit Court Judge Dexter Thompson, own the Rainwood Kennels in Elkton that are being rented by A Buddy for Life, Inc., the current animal control contractor, for $15,000 a month, with the full rental fee paid out of county funds supplied under the Buddies’ contract with the county. 		<description><![CDATA[The Cecil County Council voted 4-1 Tuesday 2/19/13 to approve five nominees to an Animal Control oversight panel, despite one member having been cited for violations of animal laws. And a Delaware rescue group that is being paid over $2.2 million by the county to handle animal control is abandoning its animal-less shelter on Appleton Road and moving all its operations to the private Rainwood Kennel in Elkton, county officials announced. Since A Buddy for Life, Inc. began its three-year government contract on 1/1/13, the group has had an office on Appleton Road that lacked proper zoning to house dogs so animals were taken to 11 leased kennels at Rainwood, on Hutton Road, and an equal number at a Chester County, PA private kennel. But an announcement by the county government stated that the Buddy group would be consolidating its operations at Rainwood as of 2/25/13. “This facility will allow A Buddy for Life, Inc. to have all animal control services at one site and will provide the residents of Cecil County one physical location to search for their lost pet, adopt an animal or volunteer,” according to the county government’s statement.
