NEWS ANALYSIS Even before Danielle Hornberger raised her hand and took the oath of office as Cecil County’s new County Executive on Monday (12/7/2020), some county department heads were already locked out of their computers and within an hour or two ousted from the county administration building in Elkton. The purge was carried out by Dan Schneckenburger, nominated but not yet confirmed as required by the County Council for the Director of Administration position, sources said. Schneckenburger is a two-time election loser in county politics, having served one term on the County Council but losing a bid for re-election to his seat two years ago and also losing a run for County Executive against Alan McCarthy four years ago. McCarthy lost his bid for re-election to Hornberger this year in the June Republican primary. (Hornberger won the November general election with 63.4 percent of the vote, to 36.3 percent for her Democratic opponent, Jeff Kase.) Even before the June primary, Schneckenburger was in discussions about his role in a potential Hornberger administration, according to multiple social media postings by his wife. He had left the county about a year ago to take a job in Florida and, while ineligible to […]

Cecil County Council member Jackie Gregory (R-5) has drafted a list of budget cuts for the proposed Fiscal 2021 county budget that will be considered today (5/19/2020), with no advance public notice, that particularly targets county library, parks, and emergency services, including paramedics responding to emergency calls during the current COVID-19 pandemic. Gregory, who is running for re-election in the June 2 Republican primary, was still writing and re-writing her proposals late Monday night and is expected to offer amendments to the budget during a Council worksession that is slated to begin at 3.30 p.m. on Tuesday. The Council is meeting via videoconferencing and is also scheduled to vote on the full Fiscal 2020 budget during an evening legislative meeting that will also be conducted remotely. It is the first time in two years that Gregory, a routine critic of the county budget, has actually offered a list of amendments and sought formal votes on spending cuts. For the past two years she has just offered a few verbal suggestions, such as a possible $140,000 cut in parks operating funds last year, and instead called for using emergency reserve funds to lower the property tax rate, which has been frozen […]

NEWS ANALYSIS Cecil County Executive Tari Moore’s new proposed budget would boost her own office’s spending by 3.2 percent while cutting the County Council’s current budget by 4.2 percent, especially in accounts that could enable the Council to hire independent advisers to review or challenge her policies. In addition, county employees have a “Cadillac” health care program that provides such privileged benefits that the plan could face federal tax penalties in the next few years unless benefits are scaled back to more reasonable levels, according to the county’s Human Resources director. In Moore’s new Fiscal 2016 budget proposal, county employee health costs are projected to rise 31.6 percent. [CORRECTION: County Director of Administration Al Wein advised Cecil Times that the County Executive does not receive health care benefits. Our initial report said she was entitled to those benefits, while County Councilors were barred from benefits. Wein says both legislative and executive branch elected officials do not get benefits.] In her budget plan, Moore cut 4.2 percent from the County Council’s proposed operating budget, focusing her cuts on areas, such as professional consulting services, that might enable the Council to challenge her policies or receive independent advice on key issues affecting […]
