		<description><![CDATA[Early voting in Cecil County, a week-long opportunity for local voters to cast ballots in advance of the Tuesday 4/26/16 formal primary election day, drew 5.1 percent of eligible voters to cast ballots, with Republicans casting 469 more ballots than Democrats despite the GOP’s larger voter registration advantage, according to state Board of Elections data. As the Maryland campaigns for national, state and local candidates entered their final hours, the local race for Cecil County Executive took a negative turn not seen here since the 2012 elections when the “Smipkins” political machine—owned and operated by former state Del. Michael Smigiel and Sen. E.J. Pipkin, both R-36—distributed direct mail flyers with sharp personal attacks on local candidates. This year, the negative personal attacks have come in several last-minute flyers and a robocall initiated by County Council member Dan Schneckenberger (R-3) to attack County Council Vice President Alan McCarthy (R-1), a rival in the Republican primary election. The state Board of Elections reported that early voting turnout in Cecil County totaled 3,262 voters, or 5.15 percent of “active eligible” registered voters. 		<description><![CDATA[CRISFIELD—What a difference a year makes in the political landscape of the Upper Eastern Shore, but some things never change at one Shore political institution: the J. Millard Tawes annual crab and clambake here. The beer was still icy, the crabs and fried clams were warm and plentiful, and the still-surviving candidates after an unusually early primary election were working the crowds for votes in November. It was the 38th annual Maryland summer ritual of steamed seafood and raw political glad-handing on Wednesday, but there were some big changes from last year’s event: the absence of some Upper Shore politicians who no longer have a seat either in Annapolis or at the crab-picking tables under the white tents in Crisfield. Just a year ago, State Sen. E.J. Pipkin and his ally, Del. 		<description><![CDATA[(UPDATED 11:23 pm) Pam Howard, the former Cecil County Treasurer, soundly defeated her chief rival, North East Mayor Robert McKnight, for the Democratic nomination for the county’s first County Executive. With 20 precincts reporting, Howard had 54.9 percent of the vote to McKnight&#8217;s 37.1 percent. She will face County Commissioner Tari Moore, victor in the GOP primary on Tuesday, in the November general election for county executive Voter turnout at the polls was reported &#8220;very low&#8221; all day by county election officials. The third candidate in the Democratic race, Winston Robinson, a senior financial officer for the city of Wilmington, trailed his better-known rivals, with 7.8 percent. McKnight was the first to file his candidacy last summer, and his campaign was highly visible throughout the county, with roadside signs and advertising in local print newspapers. He also had a vigorous online presence with a website and heavy paid advertising on Facebook. McKnight raised more than $13,000 for his campaign, according to his filings with the state elections board, and the majority of his donations came from individuals and business entities linked to the developer Clark Turner.
