		<description><![CDATA[BILL COUTZ DREAMS BIG; CAMPAIGN $ SMALL, LATE AND LATENT Cecil County Council member Bill Coutz (R-2) has finally filed his campaign finance report that was due last week, with fines for his tardiness and a new treasurer and campaign chairman to replace two longtime supporters who resigned from his campaign. And while he has posted a video and told a public meeting of local volunteer firefighters that he will run for County Executive, he still has not filed necessary paperwork to do so. And with just $279 in his campaign account, his political fortune is but a dust speck in comparison with his already declared opponents in the Republican primary election. Coutz failed to comply with state law to report his ongoing campaign committee’s finances for the calendar year 2019, a report that was due 1/15/2020. As a result, he was fined $120; earlier in the day, the fine was listed as still unpaid, but by the close of business on Wednesday state records listed the fine as no longer having an unpaid balance. That is an important matter: candidates cannot file a certificate of candidacy for another race if they have unpaid violation balances for their campaign committees, [&#8230;]]]></description>

		<description><![CDATA[They ran for the Cecil County Republican Central Committee in 2010 as the “Fiscal Conservative” slate but the latest campaign finance report to the state Board of Elections shows a mysterious myriad of anonymous cash flowing into the GOP account. In contrast, the Cecil County Democratic Central Committee accounts for every penny it has received in the past year from donations and event ticket purchases and specifies expenditures for fundraising events. In the 2010 election, the “Fiscal Conservative” slate organized by the Smipkin political organization tied to Sen. E.J. Pipkin and Del. Michael Smigiel, both R-36, swept to control seven of the nine seats on the local GOP central committee. The treasurer of the GOP central committee is Carrie Taylor, who ran on the Smipkin slate and was installed in a salaried seat on the county liquor board by a Smipkin-linked majority of the Cecil County Commissioners. The chairman of the GOP central committee is Chris Zeauskas, who ran on the same slate and recently was proposed for a seat on the Charter government advisory panel. 		<description><![CDATA[The Cecil County Republican Central Committee has named its chairman, Chris Zeauskas, to a seat on the Charter Government Advisory panel, county officials were told Tuesday. Zeauskas criticized the Charter form of government in the 2010 election season, when voters overwhelmingly approved Charter. Two seats on the advisory panel were vacated recently when Commissioners Tari Moore (R-5) and Diana Broomell (R-2) were advised they should resign because their announced candidacy for County Executive this year could be considered a conflict of interest. The advisory panel is drafting proposed regulations and rules for operations of the County Council and its interactions with the County Executive when the Charter form of government replaces the current County Commissioner form of government after the 2012 elections. The County Commissioners decided last week that the two vacated seats on the panel should be filled upon the recommendation of the county’s Democratic and Republican central committees, with each committee getting to name one member. Zeauskas phoned county officials to inform them that he would be taking the GOP seat, several sources told Cecil Times.
