		<description><![CDATA[Cecil County has recorded its first fatality from the COVID-19 virus, which claimed the life of an 80-year old man at Union Hospital on Tuesday (3/31/2020), county sources said. Statewide, the lethal virus had claimed the lives of 18 people as of 10 a.m. on Tuesday (3/31/2020), according to a daily update by the state health department and the Governor’s office. However, those daily statewide and county-by-county figures on fatalities and confirmed cases of the virus, issued by the state at 10 am, have often lagged local health agency’s information by a day or more. The Cecil County fatality was recorded Tuesday afternoon. For example, the Tuesday morning state report listed positive-tests for the virus at 14 cases in Cecil County, but the Cecil County health agency report counted 16 confirmed cases in the county at that point. The state Health Department virus count, issued on Tuesday morning (3/31/2020), listed a statewide death count at 18 people, with a total state positive test result for the virus listed at 1,660 people. 		<description><![CDATA[Cecil County now has 3 confirmed cases of the COVID-19 coronavirus, prompting County Executive Alan McCarthy to issue a “declaration of emergency” on Monday to accelerate county access to state emergency services and supplies programs. In addition, Gov. Larry Hogan ordered closure of all “non-essential businesses” while announcing several new programs to aid small business affected by the pandemic. Speaking during a Facebook Live online press conference, McCarthy announced two new confirmed cases in Cecil County: a male in his 50s who lives in Elkton, and a female in her 40s who lives in Elkton. The first confirmed case, announced on Sunday, involved a woman in her 20s in the western area of the county. McCarthy further identified that patient’s location as the Rising Sun area. 		<description><![CDATA[There was anger in the air, and some gallows humor, as about 100 southern Cecil County area residents gathered in Cecilton Wednesday evening (3/20/2019) to question state and local officials on efforts to counteract the invasion of heavy trucks, and speeding cars, in the Warwick and Cecilton areas as drivers trying to avoid newly imposed tolls on US 301 in Delaware clog rural roads in Maryland. Cecil County and Maryland state officials fielded questions and provided answers, but there was a glaring absence of officials from the Delaware Department of Transportation (DELDOT), the architects of the 301 tollroad project. A small contingent of Delaware State Police truck enforcement officers did attend, apparently as a show of solidarity with their counterparts from Maryland, with whom they have recently conducted joint truck weight enforcement efforts on both sides of the state line. Toward the end of the nearly two-hour session, Cecil County Executive Alan McCarthy told the crowd that he thought an “abatement” of the tolls for a trial period, while various solutions were explored, would be a positive step.
