		<description><![CDATA[A CECIL TIMES SPECIAL REPORT Karl.H. Fockler, a candidate for Cecil County State’s Attorney in the June Republican primary, is under court-ordered garnishment of his salary as a prosecutor due to court judgements for millions of dollars in unpaid debts. If elected state’s attorney, he would get a major pay boost and would be in charge of managing a more than $2.4 million annual budget, virtually all of which is provided directly by county taxpayers. Multiple Circuit Court judgements, in Cecil County and other jurisdictions, total at least $1.8 million for unpaid debts against Fockler while another judgment against Karl Fockler and his wife, Suzanne, amounts to $473,014, bringing the total to over $2.3 million. Several other judgements or liens, including for unpaid state and federal taxes, were also filed but were subsequently listed as “satisfied,” or paid off, according to state court records. In addition, Karl Fockler and his brother, Edwin B. 		<description><![CDATA[Members of the Cecil County Council fired shots across the budget bow on Tuesday, warning the County Executive that they expect stronger cost-cutting steps in her new budget to prevent a recurrence of more than $1.4 million in over-budget expenses this year. At issue before the council members at a worksession in Elkton was the request by County Executive Tari Moore for approval of a budget amendment to account for overspending in multiple accounts during the current budget year. County finance officials have been drafting the budget amendment for about a month, with shifting numbers from preliminary versions previously discussed with the council. 		<description><![CDATA[The Cecil County Council had some good news from the county library, no news from the county’s finance director and some Bad News Bears&#8211; growling about how to deal with misbehaving councilors&#8211; at a Tuesday worksession in Elkton. First the good news: the Cecil County public library has produced a video highlighting the “beauty” of the county and its attractions to start-up businesses, focusing on the owners of a very successful entrepreneurial business—Operative Experience, Inc.&#8211; that was incubated through the library’s small business development program. Denise Davis, the library director, told the Council that the owners of the company have long credited the library with helping the start-up business to launch and grow into a successful venture. So she decided to interview the owners about their experiences and why they decided to locate the operation in Cecil County. That resulted in a video, including still shots of the natural “beauty” of the county and commentary on the business benefits of the county’s location close to urban centers, as well as a local workforce providing “intelligent” and “solid” employees.
