		<description><![CDATA[Three groups have submitted bids to handle animal control and animal sheltering services for Cecil County government, including the current contractor, the former contractor, and a Delaware animal shelter group. In addition, the County Council has backed down from a plan to give citizens a majority of seats on an animal control “advisory” board under heavy pressure from the County Executive to retain her control of the panel. By the 10/1/15 deadline to submit sealed bids and detailed plans for providing animal services, the three bidders applying were A Buddy for Life, Inc., the current contractor; Cecil County Society for the Prevention of Cruelty to Animals, Inc, which held the county contract for decades before the Buddy group was given a three-year pact; and First State Animal Center and SPCA, of Camden, DE. The names were announced by staff of the county’s Purchasing Department as the envelopes were opened but no details were provided on dollar amounts requested or which of several options for bidding had been selected under a detailed “Request for Proposal” (RFP). 		<description><![CDATA[Cecil County officials hosted a mandatory meeting on Tuesday for groups or individuals interested in bidding on a new contract to provide animal control services, as it was disclosed that the county is interested in using government employees to apprehend strays while contracting out the housing of animals privately. At the same time, a Delaware group—First State Animal Center/Kent County (DE) SPCA—got in seconds under the wire, as the meeting was being adjourned, to get its name on a list of attendees. County officials had said that unless a potential vendor attended the meeting and signed the attendance list, they would be barred from bidding. But while the group is considering getting into animal control in Cecil County, it is embroiled in controversy in its home state, with the result that a Pennsylvania group is about to take over animal control in Delaware. 		<description><![CDATA[Cecil County government has published a “request for proposals” (RFP) seeking animal control services under an 18-month contract, beginning 1/1/16, including provisions to allow the county government to buy a shelter building and assume its operating and maintenance costs. And a Delaware animal shelter that has been embroiled in fights with state and local government over animal control there plans to bid on the Cecil County contract, the group’s executive director told Cecil Times. County Executive Tari Moore and her senior aides have visited at least three county government-owned shelter facilities in Maryland—Harford, Frederick and Queen Anne’s counties, according to records of Moore’s official schedule that were obtained by Cecil Times. In addition, Moore’s schedule shows a meeting on 2/12/2015 with “Mary Thompson re: Rainwood Kennels.” Thompson and her husband, retired county Circuit Court Judge Dexter Thompson, own the Rainwood Kennels in Elkton that are being rented by A Buddy for Life, Inc., the current animal control contractor, for $15,000 a month, with the full rental fee paid out of county funds supplied under the Buddies’ contract with the county.
