		<description><![CDATA[NEWS ANALYSIS Over four months before the filing deadline for 2020 primary elections in Maryland, Cecil County politics are taking an interesting twist, as multiple candidates emerge for County Executive, with the potential for a place-holder trying to scare others out of the race. And veteran County Council President Bob Meffley (R-1) has made it official by filing for re-election. Danielle Hornberger, the wife of state Del. Kevin Hornberger (R-35), filed paperwork with the state Board of Elections for a campaign committee, “Friends of Danielle Hornberger,” on 9/4/2019. But she did not file separate paperwork to declare her candidacy for a particular elected office. Mrs. Hornberger, who is a part-time employee of US Rep. Andy Harris (R-1), is a former substitute teacher in southern Maryland and Cecil County. Harris has been a major campaign fundraiser and supporter for her husband’s political endeavors. In addition, Ewing McDowell, a Rising Sun area farm owner, state employee and former state Republican political candidate, is close to filing for County Executive, setting up a potentially crowded political field for the top Cecil County elected office. 		<description><![CDATA[When Cecil County elected officials and members of the state delegation representing the county in Annapolis—all Republicans&#8211; met this week to discuss legislative priorities for 2015, it was a lovefest of optimism for the administration of Governor-elect Larry Hogan. But some officials cautioned that a looming state budget crisis means that there may not be any immediate fiscal help for Cecil County. The best the county can hope for short-term, several officials said, would be some relief from regulations imposed by Annapolis on local land use decisions, environmental mandates, and regulatory burdens that discourage business development. Cecil County Executive Tari Moore, all five members of the County Council, and all Delegates and Senators representing Cecil County attended the meeting at the county administration building in Elkton. But two Democrats —Del. David Rudolph and Del Mary-Dulaney James— who were fixtures for many years at similar sessions in the past were no longer in the room. 		<description><![CDATA[Cecil County voters, mirroring the statewide Republican mood, rejected two veteran Democrats with long records of service to the county in Tuesday’s elections. Twenty year veteran David Rudolph was defeated for state Delegate in the Cecil County-only 35A district while Allyn ‘Lyn’ Price Nickle lost her bid to return as county Register of Wills. The defeat of Rudolph by a political neophyte, Republican Kevin Hornberger, was a particularly wincing blow to local and state Democrats. Rudolph has a 20-year record as a state Delegate who was widely respected across party lines for paying attention to, and delivering help, to the county even in areas outside his district. He was the vice-chairman of the House Economic Matters Committee, and that position of power was often leveraged to Cecil County’s advantage. Rudolph often voted on statewide issues as a conservative “Blue Dog Democrat” who was frequently at odds with the Martin O’Malley Democratic administration in Annapolis. And his Cecil County ties run deep, as a former school principal and Cecil College administrative official. His Republican opponent Hornberger was until recently invisible in Cecil County civic matters and had never run for county or state elected office before.
