		<description><![CDATA[The vintage and vacant Buckworth Center in Elkton&#8211; that once housed the Cecil County jail and more recently hosted seniors’ programs&#8211; is being proposed for renovation as a 50-apartment housing for the elderly project. The non-profit developers would pay the county government $400,000 for the property, which has been for sale for years with no takers. Home Partnership, Inc., a Harford County based group that has also worked in Cecil County, submitted a proposed “letter of intent” to the County Commissioners, who discussed it briefly at their Tuesday worksession. County officials emphasized the project is still in a very early stage of planning and development, but the property at 214 North Street has been vacant for several years, as is the nearby former county government building, leaving an eerily empty stretch of the street that was once a bustling center of government and community activity. Before the county decides on the proposal, it will go to a public hearing, commissioners said. 		<description><![CDATA[A long-proposed project to develop housing for homeless veterans on the grounds of the Perry Point VA hospital in Perryville drew more questions before the Cecil County Commissioners Tuesday as the county’s housing director warned that proposed demands could siphon off housing aid from families in the county. David Mahaney, the county’s housing director, said he was concerned that the Veterans Administration and its selected developer of housing units on the grounds of the federal installation are trying to get the county to give up control of some of the federal “Section 8” housing aid vouchers that the county doles out to individual families. He said the VA is trying to get “project-based” housing money, instead of the intended “choice” element of the federal housing aid program, through which poor families are supposed to be able to choose where they want to live and use their vouchers to help pay their rent. Mahaney urged the Commissioners to reject that concept, since it runs counter to the “choice” aspect of the federal program. 		<description><![CDATA[Cecil County should require developers of new taxpayer-subsidized housing projects to agree to limit rent increases for low and moderate income residents, the county’s housing director told County Commissioners Tuesday. The proposal is in response to a massive rent hike for some tenants proposed by developers of the new Elkton Senior Housing project in Elkton. David Mahaney, the county’s housing director, had urged the Commissioners a week ago to withhold support for a new project being developed by the Ingerman Group in North East because the developer had proposed rent increases up to 20 percent or more for five low income tenants at the Elkton project who received federal rental aid under the Section 8 program, which is administered by the county housing agency. At the time, he said the rent increases to be effective July 1, when some of the tenants had only moved into their apartments in January or February, demonstrated bad faith with residents who might be forced to find other housing. However, on Tuesday Mahaney did an about face after discussions with the Ingerman developers and he proposed a new “tax credit policy” to require developers&#8211; who need county resolutions of support to get state approval [&#8230;]]]></description>
