		<description><![CDATA[[WITH VIDEO] Two newly-elected members of the Cecil County Council took their oath of office on Monday (12/3/2018), marking a transition to a new generation of senior officials under Charter government, and a new roster of members on the county’s school board and Orphans’ Court. A highlight of the inaugural events was an impassioned speech by Cecil County Executive Alan McCarthy (R), who appealed for a return to civility in government at all levels, and condemned &#8220;animosity, contempt for others and a lack of respect for the rule of law.&#8221; The new County Council members are Bill Coutz (R-2) and Al Miller (R-3). Coutz replaces former County Council President Joyce Bowlsbey, who retired and did not seek re-election. He soundly defeated opponents in both the Republican primary and November general election. Miller defeated incumbent Council member Dan Schneckenburger in the GOP primary and was unopposed in the general election. 		<description><![CDATA[The three candidates running for Cecil County State’s Attorney in the June Republican primary have drawn very different bases of financial support for their campaigns, with one candidate drawing most of her support from just three aligned donors, another tapping the traditional lawyer donations, and the third relying mostly on small donors and his own pocket. Between the time she created her campaign committee on 2/8/2018 and 4/10/2018, Amanda Bessicks, a 34-year-old assistant State&#8217;s Attorney in Cecil County and a political newcomer, received donations of $14,350, plus an “in-kind” donation of a billboard, valued at $1,000, from attorney John Downs. She received a $1,000 donation listed on state records as coming from “Edward D. Rollins,” which Bessicks clarified was from Edward D.E. “Ellis” Rollins, the former Cecil County State’s Attorney, who hired Bessicks to work in that office. Ellis Rollins resigned his post after his conviction on two counts stemming from an indecent exposure case involving his conduct at an Ocean City hotel. Since Rollins’ departure last year, the office has been run on an interim basis by Steve Trostle, who was named to the post by the judges of the Circuit Court. 		<description><![CDATA[“CRIMINAL NUISANCE” PROPERTIES FACE COUNTY CRACKDOWN For years, Cecil County government, law enforcement and neighbors have been trying to clean up run-down properties, especially in trailer parks, that have become home to drug dealing and criminal activity. Now the county government is looking to crack down on absentee landlords with proposed legislation that could impose escalating sanctions to clean up “criminal nuisance” properties. The 16-page resolution proposed at the Council’s 2/21/2017 worksession doesn’t mention the Lakeside trailer park, but in comments by some officials it was clear that the North East-area development is considered a prime candidate for the enforcement proposal. Drugs and criminal activity have long been a problem at the site, where mobile homes and the lots on which they sit are often individually owned by absentee landlords, who then rent out the low-cost dwellings to tenants. Unlike other trailer parks, where the lots are owned by a central management that could enforce rules and evict problem residents, at Lakeside individual owners act as landlords for many, if not most, of the dwellings.
