		<description><![CDATA[Edward D.E. “Ellis” Rollins III has resigned as Cecil County State’s Attorney, after clinging to his job and its nearly $150,000 taxpayer-paid salary and benefits for months after he was charged with indecent exposure and disorderly conduct stemming from alleged sex-related incidents in Ocean City. He is scheduled to be sentenced on Tuesday 2/14/2017 in Worcester County Circuit Court for his 12/9/2016 conviction on two charges after a two-day jury trial. He was found not guilty on two other counts, one each of indecent exposure and disorderly conduct. For the two charges on which Rollins was convicted, “indecent exposure” is a misdemeanor, punishable by a maximum of three years in prison and/or a fine of up to $1,000. In addition, “disorderly conduct” is a misdemeanor, punishable by a sentence of 60 days in jail and/or a $500 fine Since charges were filed against him last June, Rollins has not appeared in local courtrooms to prosecute cases, leaving the already thinly-staffed office short-handed. Rollins was said to be working on administrative matters in his office, but multiple sources told Cecil Times that Rollins was essentially AWOL, and there were even times that papers needing signature had to be brought to him [&#8230;]]]></description>

		<description><![CDATA[A CECIL TIMES SPECIAL REPORT NEWS ANALYSIS Cecil County’s fiscal picture looked rosier than expected recently as county finance officials presented a detailed accounting of the recently completed budget year and projected a positive forecast for the rest of the current fiscal year. But buried in the numbers were enough caveats and concerns to make even a cheerful Pollyanna reach for a calculator, a crystal ball and a salt shaker. A linchpin of the financial reports, presented to the Cecil County Council on 11/15/16 by county Finance Director Winston Robinson, was a prediction that county revenues from income taxes would continue to rise. However, state budget officials have issued two warnings in recent months that state revenues from income taxes would be lower than expected for the rest of the current budget year and next year—and as a result, Governor Hogan has scaled back on state spending and tax cut plans. The state collects a local income tax for Cecil and other counties as a “piggyback” on top of state income taxes. 		<description><![CDATA[CHESTERTOWN&#8211; The Upper Shore Regional Council, which provides economic development and planning assistance to Cecil County and two other area counties, is facing financial problems and its long-time executive director will be laid off next month. Some Cecil County Commissioners want to take the floundering organization under the county’s wing, providing free office space and support services, until the Council regroups next year. But leaders of Kent and Queen Anne’s counties, which are also members of the three-county group, have questions about such a plan. There were also many other unanswered questions—including why the local Council has such financial problems in the upcoming fiscal year despite an increase of about $27,500 in state funds for Fiscal 2012 and why it is the only regional council of many in the state to face such extreme difficulties.
