		<description><![CDATA[NEWS ANALYSIS Cecil County Executive Danielle Hornberger (R) staged a partisan coup on the official county government website and Facebook page on Wednesday (3/17/2022) to falsely accuse two County Council members of voting to “de-fund” local police&#8211; when in fact they were simply seeking to delay a vote until they could get more information on how she is financing over $2.8 million in pay boosts for certain county employees, none of whom are Sheriff’s deputies. In addition, documents obtained by CECIL TIMES show that some of the highest pay boosts in the county would go to Hornberger’s own “executive administration” staff—which includes Lawrence Scott, the county attorney and longtime Annapolis GOP political consultant who has become the de-facto political muscle of the Hornberger administration. Scott could become the highest paid county employee under the pay plan. Hornberger began implementing the pay boosts last November, even before they were formally presented this month to the County Council, which by law must approve spending changes to the county budget. 		<description><![CDATA[A CECIL TIMES SPECIAL REPORT James Appel, the Cecil County Director of Finance who is paid more than $124,000 a year by local taxpayers, is also operating an Annapolis political campaign finances consulting business, earning at least $42,000 in 2021. At the same time, he has been working in Elkton just four days a week even as County Council members pleaded for many months for information on county expenditures and uses of millions in state and federal aid for COVID and economic relief. Council concerns and questions about fiscal transparency have grown especially since the resignation of Rebecca Anderson, the longtime deputy finance director and budget manager, about two months ago. She took a fiscal position with the County’s public schools, which operate independently from the county executive’s administration. Anderson was much admired by Council members for her diligence and straight-forward responses to Councilors’ questions. 		<description><![CDATA[NEWS ANALYSIS Dan Schneckenburger, a former one-term Cecil County Council member who was installed as the county Director of Administration by new County Executive Danielle Hornberger less than a year ago, was suddenly replaced this week by an acting administrator who lives in Harford County. The sudden actions shocked County Council members and raised questions on what prompted the changes and who might ultimately be named for a permanent slot that would have to be approved by the Council. In early morning phone calls on Thursday (10/21/2021) to members of the County Council, Hornberger stated that Schneckenburger had “resigned” his position and would be replaced by an acting administrator, Steven Overbay, the current Economic Development director. In turn, he would be replaced on an acting basis by Sandra Edwards, the second-ranking official in the Economic Development Department, sources said. Later in the day, Hornberger also sent emails to a number of officials at independent county institutions relaying the “resignation” message, sources said.
