		<description><![CDATA[NEWS ANALYSIS The Cecil County Council, after a year of often being cut out of local government decision-making by the County Executive, is considering a series of amendments to the county Charter that would clarify the Council’s role and spell out procedures for filling vacancies, membership on the Ethics Commission and decisions on major expenditures, including purchase/leasing/sale of real estate. If the Council approves Charter amendment proposals, they would have to be submitted to county voters for approval, or rejection, on the November general election ballot. Some of the proposals were direct responses to recent events, including several Councilors’ concerns that they were not being given full or transparent accountings of county budget spending and possible real estate purchases. In a recent closed-door session and an open worksession on Tuesday 2/8/2022, the Council considered eight proposals and reached preliminary agreement on four, with another subject to further discussions, while three were dropped. The two most significant provisions dealt with the fiscal powers of the Council versus the executive, with one measure endorsed by the Council and another turned down on a 3-2 vote. 		<description><![CDATA[NEWS ANALYSIS Cecil County Council member George Patchell (R-4), a two-term elected official from Perryville and a consistently thoughtful and nonpartisan voice on many local issues, is resigning from the panel to take a job as the Perryville town administrator. His departure will set off a potentially politically fraught process, led by the local Republican Central Committee to nominate three names for his replacement and a vote by the remaining four Council members to fill the seat. Patchell submitted a letter of resignation on Friday (9/17/2021) but he delayed the effective date for a month, until 10/17/2021. 		<description><![CDATA[Cecil County Council member Jackie Gregory (R-5) violated county ethics rules with “an appearance of a conflict of interest” by holding a job as a substitute teacher for county schools at the same time as she served on the County Council and voted on school budgets and appropriations, according to a report by the county Ethics Commission. Gregory, who is seeking re-election to her County Council seat in District 5 in the 6/2/2020 Republican primary election, has repeatedly contended in campaign statements and flyers that the ethics probe of her conduct was politically motivated and an attempt by County Executive Alan McCarthy to silence her. In fact, last November it was Gregory herself who first disclosed her work as a substitute teacher and expressed her defiance of county ethics and Charter rules. It was not until over a month later – on 12/9/2019&#8211;that a private citizen filed a complaint with the Ethics Commission, the report said.
