		<description><![CDATA[Cecil County Council member Jackie Gregory (R-5) has drafted a list of budget cuts for the proposed Fiscal 2021 county budget that will be considered today (5/19/2020), with no advance public notice, that particularly targets county library, parks, and emergency services, including paramedics responding to emergency calls during the current COVID-19 pandemic. Gregory, who is running for re-election in the June 2 Republican primary, was still writing and re-writing her proposals late Monday night and is expected to offer amendments to the budget during a Council worksession that is slated to begin at 3.30 p.m. on Tuesday. The Council is meeting via videoconferencing and is also scheduled to vote on the full Fiscal 2020 budget during an evening legislative meeting that will also be conducted remotely. It is the first time in two years that Gregory, a routine critic of the county budget, has actually offered a list of amendments and sought formal votes on spending cuts. For the past two years she has just offered a few verbal suggestions, such as a possible $140,000 cut in parks operating funds last year, and instead called for using emergency reserve funds to lower the property tax rate, which has been frozen [&#8230;]]]></description>

		<description><![CDATA[NEWS ANALYSIS The budget honeymoon between the Cecil County Council and County Executive Tari Moore—which lasted for two years of minimal cuts in her budget proposals—is over. The Council is weighing a broad array of spending cuts, from big-ticket items to budgetary pocket change, to avoid or reduce Moore’s two-cent property tax rate rise and a host of higher fees in her Fiscal 2016 budget plan. The opening salvo in the Council’s campaign came at a morning worksession on Tuesday 5/12/15, at which the Council reached preliminary, non-binding agreements to cut funds for animal control, eliminate riot gear acquisition for county Sheriff’s deputies, and reject money for a multi-million dollar, multi-year radio system project for the Department of Emergency Services. 		<description><![CDATA[Cecil County Sheriff Barry Janney is seeking budget approval to add five new deputies to the force and upgrade computer software to track evidence and DNA samples, according to documents submitted to County Executive Tari Moore. Law enforcement operating expenses are projected to rise by over $306,000 from current levels while expenses at the newly expanded Detention Center in Elkton would grow by about $886,000 over the current budget year under Janney’s proposal. Under the new Charter government in Cecil County, Moore is reviewing Fiscal 2014 budget requests by individual departments of county government—including that of the independently elected Sheriff—and she will unveil her overall budget proposals on Friday 3/1/13. The County Council will then review Moore’s proposal but may only cut spending and cannot increase funds in the budget. (The new 2014 fiscal year begins on 7/1/13.) Janney told Cecil Times that his department urgently needed to expand the number of deputies out on road patrols to answer an increasing volume of calls for help from citizens.
