		<description><![CDATA[Faced with a vote to force his recusal from any Cecil County Board of Elections decisions on the County Executive race, Scott Mesneak&#8211; a county employee fired by County Executive Alan McCarthy and a highly visible backer of his challenger Danielle Hornberger in the Republican primary election&#8211; belatedly agreed Tuesday (5/26/2020) to step aside, after initially refusing to recuse himself from Board decisions in the contest. The in-person meeting of the county Board of Elections (BOE), which was also live streamed on the county website, took up Mesneak’s status as a special new agenda item on “conflict of interest,” following his appointment on 5/13/2020 to fill a GOP vacancy on the five-member bipartisan Board, which has a 3-2 Republican majority. Questions of an appearance of a conflict of interest emerged because of Mesneak’s dismissal by McCarthy from a top county job as the IT director, after many complaints from County Council members, and Mesneak’s highly visible recent activities supporting Hornberger&#8211; including photos on her campaign social media pages posing with her while putting up signs for her campaign. 		<description><![CDATA[The campaign for the Republican nomination for Cecil County Executive drew a total of over $60,000 in contributions and fundraiser ticket purchases for the leading contenders and a business political action committee active in the campaign, according to state Board of Elections records. The latest reports were filed on 8/30/16, covering shortly before the April 26 primary election through mid-August. Going into the November general election, County Council vice president Alan McCarthy, the winner of the Republican primary for County Executive, has a remaining campaign warchest of $11,654. His opponent, Democrat Wayne Tome of Port Deposit, was unopposed in his party primary and had minimal campaign finance activity this year. But Tome recently held a campaign fundraiser in Port and is expected to take a more active role on the campaign trail in the next two months. Tome had a $1,707 carry-over balance from 2014 in his campaign fund from previous elections but has filed affadavits stating he has not yet raised or spent over $1,000 in his new campaign for county executive. 		<description><![CDATA[As the Cecil County Sheriff’s race enters the home stretch before the June 24 primary elections, the Republican primary’s leading contenders are neck and neck in campaign finances. But the Scott Adams campaign has generated a strong wave of new contributions while three-time candidate Chris Sutton drew fewer new donations and had over $7,000 in unpaid campaign bills, according to new state finance reports. Adams, a veteran Deputy but political newcomer, filed as a candidate in early April, 2013 and had no hold-over campaign warchest from previous years to draw upon. But the latest campaign finance reports show Adams has continued to draw substantial new donations, totaling $31,538 from 1/9/14 through 5/20/14, according to the required first pre-primary report filed this week with the State Board of Elections. In his previous finance report filed in January and covering 2013, Adams reported contributions of $31,067—for a total donation tally of $62,605. In contrast, Sutton’s latest campaign finance report lists $20,547 in new contributions in the same 1/9/14 through 5/20/14 time period. Previously, his January report listed $39,634 in contributions covering 2013, for a tally of $60,181.
