		<description><![CDATA[A CECIL TIMES SPECIAL REPORT With less than a month before the primary elections for Cecil County Executive and County Council, some candidates have surged to the forefront in campaign fundraising and activity while a recent candidates’ forum displayed some not-ready-for-prime-time verbal paralysis. Top fundraiser for County Executive is current County Council Vice President Alan McCarthy (R-1), with mostly local donations, while his three GOP primary rivals lag in donations and rely heavily on out of area supporters. In addition, during a candidates’ forum sponsored by the Cecil County Chamber of Commerce at Cecil College in North East on 3/29/16, contenders answered questions and outlined their campaign agendas. Most of the candidates handled the generally softball questions with ease—with the exception of one political newcomer who choked up under the pressure of even describing his own positions and reasons for running for office. Alan McCarthy’s latest campaign finance report, the pre-primary filing required on 3/22/16, showed a bank balance of $9,343, after new contributions of $8,150 and expenditures of $1,789 for the period from 1/14/16 through 3/15/16. 		<description><![CDATA[Fundraising for candidates in the District 1 County Council race is much like the campaign itself: Dr. Alan McCarthy, a Republican, is actively engaged while his Democratic rival, Pamela Bailey, is largely absent. McCarthy, a Chesapeake City veterinarian and businessman making his first run for countywide office, has raised a total of $22,546. Cumulatively, small donations and fundraiser ticket purchases from individual members of the Cecil County Patriots, the local “tea party” organization, add up to $930— amounting to one of his largest contributions. McCarthy, who has bought and sold investment properties for many years, also received a $1,000 donation from the Maryland Realtors Political Action Committee (PAC) in Annapolis. His financial report listed the donation under receipts from “political clubs” rather than a separate section reserved for reporting PAC money. The Realtors PAC has also donated $3,000 to the campaign of Tari Moore, a County Commissioner who is the Republican nominee for County Executive. 		<description><![CDATA[Republican Tari Moore has raked in campaign money from out of county interests tied to real estate development, including the Clark Turner organization that bet heavily on a different horse in the county executive race during the April primary election—Democrat Robert McKnight, the mayor of North East, who was soundly defeated in his party primary by Pam Howard. And new campaign finance filings with the state show that McKnight got even more Turner-related campaign donations than previously disclosed in reports before the April primary election. But with the loss of McKnight to Howard in the Democratic primary, some of his donors now show up on Moore’s new finance report. However, Moore also raised a majority of her $26,800 in total contributions so far to her campaign from fundraiser tickets and smaller donations. Moore had to wage a costly primary campaign against six other candidates before emerging the victor in the GOP primary.
