		<description><![CDATA[A CECIL TIMES SPECIAL REPORT The animal shelter operated by A Buddy for Life, Inc. under contract with the Cecil County government has had at least three cases of a highly contagious and potentially deadly virus—resulting in two deaths—but kept it a secret from county officials and citizens who continued to visit the Elkton facility and could have carried the virus home to their own pets. And in an unrelated matter, the Buddies cut back their hours of operation for the public from 39 hours to just 24 hours a week and the shelter is closed entirely on Mondays, as of this week, because the County Council refused to give the Buddies an extra $11,600 above their current $300,000 six months extension of a former $2.24 million three year contract. The county administration approved the service cutbacks of 15 hours per week, even though the Buddies had not officially signed their latest contract with the county that expires on 6/30/201, according to documents obtained by CECIL TIMES. And that level of significant service cutbacks does not appear to correlate to the relatively small requested but denied additional amount of county subsidy. 		<description><![CDATA[A CECIL TIMES SPECIAL REPORT Cecil County Executive Tari Moore’s proposal to give an extra $24,000 to her preferred animal control contractor, A Buddy for Life, Inc., for a six-month extended contract actually gives the group a net fiscal gain over their past pact and removes requirements for an independent audit of how taxpayer funds were spent in 2015. Moore signed a $271,020, six-month extension of the Buddies previous three-year contract on 12/29/2015, even though she did not have sufficient funds in the current Fiscal 2016 budget year to pay for it. The Buddies do not own an animal shelter facility and the county also signed a separate $48,000 lease with the owners of Rainwood Kennels to continue to house animals at the Elkton site. On top of the money paid directly to the Buddies, the county is also taking over repairs and maintenance costs of two trucks used for animal control that were previously the fiscal responsibility of the Buddies—at a taxpayer cost estimated by county officials at $4,980 for six months. 		<description><![CDATA[Cecil County Executive Tari Moore, after a more than one hour secret meeting with the County Council on Tuesday 11/17/15, announced that she plans to buy a property for a government-owned animal shelter at an unspecified cost or location, and will unilaterally extend a contract for six months with A Buddy for Life, Inc.,&#8211; the current contractor that has been the subject of multiple complaints from citizens, former volunteers and some employees for their care of stray animals under a more than $2.24 million three-year county contract. Cecil Times waited outside the closed door meeting in Elkton with the Council and when Moore emerged, asked her a series of questions, to which she replied each time, “I’m not at liberty to say.” But moments later, her administration issued a written statement about her intentions.
