		<description><![CDATA[NEWS ANALYSIS Cecil County is about to receive a $9.9 million windfall under the new American Rescue Plan signed into law in March by President Biden but some of County Executive Danielle Hornberger’s budget actions could limit how, and how much, money could be spent to help the county recover from the impacts of the COVID pandemic. At the same time, Hornberger’s proposed Fiscal 2022 budget would reduce allocations to pension funds for first responders, violate budget rules for how capital budget construction costs are allocated, and mislead local residents about her proposals and errors by some of her new political appointees as department heads. Several weeks ago, the National Association of Counties (NACO) did a county-by-county analysis of the American Rescue Plan’s impact on counties around the nation. 		<description><![CDATA[Cecil County Executive Tari Moore proposed a Fiscal 2016 budget on Wednesday 4/1/15 that would increase property taxes, raise fees for dumping trash at the landfill, and boost public school spending for many, but not all, of the schools’ requests. The budget proposal would yet again tap the county’s “unassigned fund balance” reserves, which were accumulated over many years by the old county Board of Commissioners as a cushion against fiscal adversity, with a more than $1 million withdrawal applied to spending in the new budget. But that figure is far less than was consumed in each of her past two budgets. (The current budget withdrew $4.l million initially from the reserves but another $400,000 was recently approved by the County Council, for a total hit of $4.5 million in the current budget year.) For homeowners, the biggest change is a proposed increase from the current property tax rate of .9907 per $100 of assessed property value to $1.01. 		<description><![CDATA[The Cecil County Commissioners Tuesday adopted operating and capital improvement budgets that will give property owners their second consecutive “Happy Meal” tax cut— yielding savings of about the cost of a family’s fast-food meal—while delaying many construction projects. But unlike last year’s contentious budget process, this year the County Commissioners were unanimous in their support of the Fiscal 2013 budget plans, and several members praised their colleagues for the civil tone and collegial attitude that Commissioners displayed in this year’s budget process. And unlike last year’s budget—which hit the county public schools hard and siphoned teacher and staff support funds from the schools’ operating budget for a last minute half-cent cut in the property tax rate&#8211; this time around the overall county capital (construction) budget took the hit, by delaying projects and the costs that would have been paid out in Fiscal 2013, which begins 7/1/12.
