		<description><![CDATA[Cecil County Council member Jackie Gregory (R-5) violated county ethics rules with “an appearance of a conflict of interest” by holding a job as a substitute teacher for county schools at the same time as she served on the County Council and voted on school budgets and appropriations, according to a report by the county Ethics Commission. Gregory, who is seeking re-election to her County Council seat in District 5 in the 6/2/2020 Republican primary election, has repeatedly contended in campaign statements and flyers that the ethics probe of her conduct was politically motivated and an attempt by County Executive Alan McCarthy to silence her. In fact, last November it was Gregory herself who first disclosed her work as a substitute teacher and expressed her defiance of county ethics and Charter rules. It was not until over a month later – on 12/9/2019&#8211;that a private citizen filed a complaint with the Ethics Commission, the report said. 		<description><![CDATA[Faced with a vote to force his recusal from any Cecil County Board of Elections decisions on the County Executive race, Scott Mesneak&#8211; a county employee fired by County Executive Alan McCarthy and a highly visible backer of his challenger Danielle Hornberger in the Republican primary election&#8211; belatedly agreed Tuesday (5/26/2020) to step aside, after initially refusing to recuse himself from Board decisions in the contest. The in-person meeting of the county Board of Elections (BOE), which was also live streamed on the county website, took up Mesneak’s status as a special new agenda item on “conflict of interest,” following his appointment on 5/13/2020 to fill a GOP vacancy on the five-member bipartisan Board, which has a 3-2 Republican majority. His selection for the seat came without a vote of the full county Republican Central Committee and apparently was the decision of the panel’s chairman, Vincent Sammons. The strong appearance of conflicts of interest, given Mesneak’s dismissal by McCarthy from a top county job, is furthered by his highly visible role in supporting Hornberger, including photos on her campaign social media pages posing with her while putting up signs for her campaign. Some prominently displayed photos show Sammons joining her and Mesneak to put up signs and promote her campaign.
