		<description><![CDATA[In what has become a sad annual ritual, Cecil County Sheriff Scott Adams pleaded with the County Council this week on behalf of his office’s budget while wearing a mourning band around his badge in honor of a Delaware state trooper murdered a few days ago just a short distance over the Cecil County line. Last year, local deputies were mourning the murder of two deputies in adjacent Harford County, as Adams urged local budget support for his agency.* But Adams said during his Tuesday (5/2/2017) appearance before the County Council that it was “not the time to be sad,” but instead to renew commitments to serving the public. He said he was “grateful” to County Executive Alan McCarthy for authorizing a budget proposal that would increase the number of deputies slightly and approve pay boosts and salary modifications that could help address a longstanding problem: recruiting and retaining officers both for law enforcement and running the county detention center. Escalating numbers of violent acts against law enforcement officers nationwide, as well as the murder of a corrections officer in Delaware recently, make it that much harder to recruit and keep qualified officers, Adams said. 		<description><![CDATA[A CECIL TIMES Special Report Cecil County Executive Tari Moore cut nearly $1 million from the Fiscal 2016 budget proposed by Sheriff Scott Adams, who is looking to reorganize operations to better address the county’s crime and illegal drug problems. But the budget setback could undermine or delay some of the changes he wants to make, according to Adams. “Obviously, it’s disappointing,” Adams said of the county executive’s budget plan unveiled this week. As a result, some of his plans for re-organizing operations and developing new initiatives to serve the public will be limited or placed on hold for the immediate future. In an interview with Cecil Times, Adams explained that he gave Moore a detailed four-year plan of where he wanted to take his department, provided a blueprint of the staffing needed to accomplish that mission, and emphasized his commitment to finding new ways to address the rampant drug abuse problem in the county. 		<description><![CDATA[Cecil County Sheriff Scott Adams is advancing multiple new anti-drug initiatives, seeking grants to pay for them, and using new federal resources to go after drug traffickers, the newly installed Sheriff told the County Council this week. Adams, who won an overwhelming victory in the November general election and took office last December 1, outlined several collaborative efforts to address Cecil County’s drug abuse crisis through prevention efforts in the schools, treatment of drug-addicted jail inmates, and aggressive law enforcement to combat drug trafficking in the county. “It’s not a one-pronged approach,” Adams said in Elkton at a Tuesday County Council worksession. “It’s got to be multi-faceted.” Adams detailed how expanded law enforcement resources, coming after Cecil County received a federal designation last year as a High Intensity Drug Trafficking Area (HIDTA), is providing new help to combat illegal drugs. Given the county’s location adjacent to the Pennsylvania and Delaware state lines, involvement in HIDTA has helped expedite multi-jurisdiction investigations and apprehensions, with a full-time Drug Enforcement Agency employee and a Homeland Security employee working in Cecil County with the Sheriff’s Department and the multi-agency Cecil County Drug Task Force.
