		<description><![CDATA[Elsewhere it might be close to the summer solstice, but in Elkton, it was the Cecil County Council’s sewer solstice&#8211; as members danced around the fiscal and political bonfires of boosting sewer fees to reflect actual costs of services and future economic development implications of decisions made now. If you thought such decisions had actually been made in the county’s Fiscal 2014 budget adopted by the Council in May&#8211; one of the few major decisions made by the County Council to alter the County Executive’s budget—well, this is the land of the do-over. The issue came back on the legislative stage for an encore performance on Tuesday. It was yet another do-over—of the sort that plagued the old County Commissioners form of government in the past—but this time the architects of the do-over were the new ruling majority of the County Council. That majority—consisting of Council President Robert Hodge (R-5) and Councilors Alan McCarthy (R-1) and Joyce Bowlsbey (R-2)&#8211; recently voted to delay their previous budget decision to boost sewer hook-up fees for new developments&#8211; from $8,000 per living unit to $12,000&#8211; from the budget-approved effective date of 7/1/13 to 10/2/13. 		<description><![CDATA[In a final swan song before Charter government begins next Monday, the Three Amigos faction of the Cecil County Commissioners late Tuesday suddenly scheduled two “special” meetings so they can award an animal control contract to A Buddy for Life, a Delaware dog rescue group with no animal shelter and no experience in animal control, by the end of this week. A few minutes before 5 p.m. Tuesday afternoon, an email alert and posting on the county government website announced that there would be a “special meeting” of the Commissioners tomorrow, at 2 p.m. on Wednesday 11/28/12, and another “special meeting” at 10 a.m. Friday 11/30/12, “regarding the animal care and control contract between A Buddy for Life and Cecil County.” There was no public mention of such meetings, no details of a contract or pending action at the regular, public worksession of the County Commissioners held Tuesday morning. That worksession was previously scheduled as the last official meeting of the Commissioners before they go out of existence upon the onset of Charter government on Monday, 12/3/12 at noon. 		<description><![CDATA[The southern Cecil County First District will become a battleground in this year’s County Council races as two candidates filed Tuesday to challenge incumbent James Mullin, a Republican. Dr. Alan McCarthy, a veterinarian and real estate operator, filed to challenge Mullin in the Republican primary. He was a founding member of the new Cecil County Business Leaders for Better Government political action committee that singled out Mullin as a target for defeat in this year’s election. Cecilton Mayor Joseph Zang, a Republican who had been mentioned as a possible primary challenger to Mullin, told Cecil Times that he had decided not to run and would throw his support to McCarthy. On the Democratic side, the political rumor mill had been fairly quiet in the south county and some locals questioned whether opponents of Mullin would put all their eggs in one basket: the GOP primary. But Garrett Billmire, who lives on an Earleville farm and owns a feed-related business, filed Tuesday as the only candidate, so far, in the Democratic primary for the seat.
