		<description><![CDATA[Thumbing his nose at citizen activists who have accused him of appointing political “cronies” to county positions, Cecil County Commissioner Michael Dunn (R-3) announced Tuesday that he will name Ted Patterson—a fellow member of the Smipkin political slate—to a seat on the citizens’ budget advisory committee. It was the fourth controversial appointment in about as many months by Dunn, who announced his intention at a Tuesday morning worksession of the county commissioners. However, unlike some past Dunn appointments, he did not try to force the issue to an immediate vote and said he would give fellow commissioners time to consider the matter. Patterson would replace Michael J. Halter, a part-time assistant state’s attorney who resigned from the budget panel recently to protest the current “political climate” among a three-member majority of the current Board of County Commissioners. 		<description><![CDATA[Cecil County Commissioner Michael Dunn’s next county paycheck will be a bit smaller, due to a debt garnishee against his salary filed in Cecil County District Court. The Rising Sun-area commissioner (R-3) previously had a judgment filed against him and a garnishment of his state salary and bank account for unpaid debt and fees, totaling over $23,000, when he was employed by Del. Michael Smigiel (R-36). Court files show the state notified the court in January, 2011 that Dunn was “unemployed,” and a pre-existing garnishee could not continue to be deducted from his state salary. Dunn left the state payroll in December, 2010 when he was sworn in as a Cecil County Commissioner. But his creditors caught up with him on 6/30/11, with documents filed in court to attach his county commissioner salary for unpaid debts, under a still “active” court judgment that was initially rendered against Dunn in 2008. Cecil County Human Resources Director Donna Nichols, responding to an inquiry from Cecil Times based on the court records, confirmed that her office received the garnishee notice from the court on Friday. 		<description><![CDATA[The Cecil County Commissioners again postponed a decision on creating a charter government advisory panel Tuesday but the Board President moved quickly to kill an airport authority proposal that had not been voted on by the full board. The perennially polite Commissioner Tari Moore (R-2) became angry at the attempt by Commissioner Board President James Mullin (R-1) to send a letter in the name of all the commissioners rejecting a request by the operator of the private Raintree airport that the county create an airport authority to oversee a county airport. The request was first briefly discussed in public at last week’s commissioners’ work session but no decision was reached or voted upon. But Mullin presented a letter to the airport operator on Tuesday claiming that the full board agreed that the county would not support creation of an airport authority. “If we’re going to be ‘transparent’,” Moore said, the president of the board should not be sending a letter purporting a position that has not been voted on by the full board. “I feel like three people made a decision” without consulting with all members of the five-member board and without a thorough review of the proposal, Moore said.
