		<description><![CDATA[ANALYSIS After nearly two hours of testimony from 55 people at a public hearing Tuesday evening, the Cecil County Commissioners are set to finally make decisions on a three-year process to revise animal ordinances in the county—but they ruled out consideration of some of the most significant issues posed in the often difficult relationship between humans and animals in Cecil County. As the hearing began, County Commissioners Board President James Mullin (R-1) declared that the panel would not entertain comments on “zoning” matters affecting animals. But one of the most contentious problems facing the county—noisy commercial kennels located in close proximity to residential areas and neighborhood businesses—is a direct product of flaws in the zoning code. And the Commissioners were warned several years ago about the problem and advised how to fix it, but have declined to act. A previous new ordinance drafted by a multi-member task force was put out to a public hearing over a year ago and drew support from the local Cecil County Society for the Prevention of Cruelty to Animals, Inc. 		<description><![CDATA[Just as many community health leaders and two County Commissioners warned, a new law aimed at limiting locations of drug treatment clinics in Cecil County has tangled in its net a much-needed expansion of the primary care medical services offered by the West Cecil Health Center in Conowingo. But Commissioner Diana Broomell (R-4), who pushed the ordinance through despite concerns of the Planning Commission and the medical community, disavowed any responsibility for the threat to the West Cecil Health Center when the issue came up at a commissioners’ worksession Tuesday. She said she would “testify” in support of a zoning exception the clinic will need in order to continue the project. Construction began long before the new ordinance was enacted but Broomell has insisted the law be applied retroactively. In a 1/13/12 letter to County Commissioners, Mark Rajkowski, executive director of the clinic &#8211;which provides primary care medical services for over 5,200 patients—pleaded for help and warned that a federal grant paying for expansion of the clinic was in jeopardy if strict deadlines for construction were not met due to the new clinic zoning rules. “I am afraid all will be lost,” Rajkowski wrote plaintively. 		<description><![CDATA[The “Three Amigos” faction of the Cecil County Commissioners rushed a vote Tuesday night to approve a controversial zoning ordinance provision aimed at limiting drug treatment clinics, without advance notice to two other commissioners or the general public. The handling of the matter raises questions anew about possible violations of the state’s open meetings act and private communications among some of the current commissioners. The zoning measure was not listed as an “action” item on the Commissioners’ agenda and the prime advocate of the change, Commissioner Diana Broomell (R-4) did not publicly disclose to fellow commissioners, during an earlier in the day worksession, an apparent plan to push for immediate action moments after the conclusion of a public hearing Tuesday evening.
