		<description><![CDATA[Incumbent Republican Cecil County Commissioner Robert Hodge drew $3,000 in Political Action Committee (PAC) donations but his family donated the largest lump sums to his campaign while Democratic challenger James Crouse, the former mayor of Elkton, tapped the Old Guard of his party in the race for the new County Council seat in District 5. Both Hodge and Crouse ran relatively low-budget efforts in the primaries, in which Crouse was unopposed for the Democratic nomination while Hodge soundly defeated a political unknown, Keith Moore, who challenged him in the GOP contest. However, Hodge was targeted by an attack campaign of robocalls and negative mailers financed and organized by the Smipkin political machine led by Sen. E.J. Pipkin and Del. Michael Smigiel (R-36.) Going into the primary season, Hodge had raised a total of just $1,905 but an influx of money later in the game has boosted Hodge’s total donations to $26,720. In contrast, Crouse filed an affidavit for his primary campaign, stating he did not intend to raise or spend over $1,000. For the general election, his finance report shows that, through 10/21/12, Crouse had raised a total of $8,566. 		<description><![CDATA[Republican Tari Moore has raked in campaign money from out of county interests tied to real estate development, including the Clark Turner organization that bet heavily on a different horse in the county executive race during the April primary election—Democrat Robert McKnight, the mayor of North East, who was soundly defeated in his party primary by Pam Howard. And new campaign finance filings with the state show that McKnight got even more Turner-related campaign donations than previously disclosed in reports before the April primary election. But with the loss of McKnight to Howard in the Democratic primary, some of his donors now show up on Moore’s new finance report. However, Moore also raised a majority of her $26,800 in total contributions so far to her campaign from fundraiser tickets and smaller donations. Moore had to wage a costly primary campaign against six other candidates before emerging the victor in the GOP primary. 		<description><![CDATA[Robert McKnight, the mayor of North East and a Democratic candidate for Cecil County Executive, remained the top fundraiser of the campaign season so far while his two Democratic primary rivals ran low budget, self-financed efforts. The latest campaign finance reports, which covered the period from 1/12/12 to 3/18/12, are the last financial accounting required by the State Board of Elections before the April 3 primary. (Early voting for the primary began Saturday 3/24/12.) Reports of additional activity will have to be filed after the primary. Since McKnight, who is also a full-time church pastor, filed his candidacy last year well ahead of his rivals, he had previously filed a required report in January covering his 2011 campaign activity. For his Democratic rivals, the pre-primary report was their first filing with the state Board of Elections. In his new report, McKnight tallied a total of $6,055 in new fundraising receipts, including $2,205 in new contributions and $3,850 in ticket purchases to his fundraising dinner event. At the end of the reporting period, McKnight still had $1,482 cash in his bank account.
