		<description><![CDATA[The Cecil County Council indicated informal support for most of County Executive Tari Moore’s proposed Fiscal 2015 budget during a Tuesday afternoon worksession, supporting county schools and library spending and rejecting a bid by Council President Robert Hodge (R-5) to scale back spending on a new regional park. But the Council did agree to save $2.8 million by deferring a sewer upgrade at Cherry Hill and to use the budget process to require higher mileage for county Sheriff’s cars before they are replaced. And County Executive Moore announced Tuesday that one national bond rating agency had upgraded its rating of the county’s bond credit-worthiness, a move that could reduce the costs of county borrowing for capital projects. Hodge declared at the outset of the session that the panel was not taking any formal votes but as members went through the line items, as well as recommendations from a citizens’ budget advisory panel, the majority sentiments were clear. The Council will hold another worksession next week and will conduct its formal votes and adoption of a new budget at its evening meeting on Tuesday 5/20/14. 		<description><![CDATA[A citizen’s budget advisory panel told the Cecil County Council on Tuesday that it should slash county public schools spending to the bare bones level required by state law, ban overtime pay for guards at the county jail, and freeze almost all hiring. But the panel also cautioned that the county executive’s new budget proposal is endangering the county’s fiscal future by draining reserve funds in an uncertain economy to pay for current spending. A similar list of recommendations by a citizens’ panel including some of the same members was virtually ignored by the County Council last year. Several of the latest proposals drew obvious skepticism from Council members on Tuesday. But this time, there was more interest in some more detailed and intriguing analysis by the panel on the county’s economic future and concerns about a pattern of raiding past reserve funds accumulated over decades as a cushion against economic adversity but now being used to pay for current spending. 		<description><![CDATA[A citizen’s budget advisory committee urged Cecil County Commissioners Tuesday to impose a hiring freeze for most county employee positions, keep the county schools budget at the current level, and reject a proposal for a limited county-operated ambulance service. The report also urged opening up community services all over the county to receipt of “local impact aid” revenues from the Hollywood Casino in Perryville, instead of the current county policy limiting funds to projects located west of Route 272. James Butkiewicz, chairman of the panel, told the commissioners that there was “a pretty strong consensus in our committee” that the geographic restrictions on use of slots revenues “doesn’t make sense” and “local to us means the county.” It was the second year for a citizens’ panel to review county departments and programs to offer budget advice to the County Commissioners. Last year, the panel made several recommendations, on schools’ funding and cutting health benefits costs, that the Commissioners rejected. This year, the panel said that budget requests from county departments and programs exceeded projected available revenues by $14.2 million.
