		<description><![CDATA[NEWS ANALYSIS The Cecil County Council has hired Charles “Chip” MacLeod&#8211; a Chestertown lawyer with decades of experience in local government and the founder of the Clean Chesapeake Coalition that has fought for sediment cleanup at the Conowingo Dam&#8211; as the new County Council attorney. And in his first appearance at the 7/13/2021 Council worksession, MacLeod ran verbal and legal rings around the Hornberger administration’s lawyer, Lawrence Scott, an Annapolis political consultant with limited legal experience. MacLeod replaces John Downs, an Elkton lawyer, who submitted a letter of resignation in mid-June. It was an open secret that several members of the Council were unhappy with what was seen as Downs’ lukewarm representation of the Council since the onset of Danielle Hornberger’s administration as County Executive seven months ago. Hornberger’s administration has taken multiple steps that undercut the authority of the Council, especially her unilateral and secret appointment of an Ethics Commission member after the Council had refused to confirm the appointee. 		<description><![CDATA[NEWS ANALYSIS Gov. Larry Hogan and Exelon announced on Monday (10/29/2019) a settlement of a longstanding feud over federal licensing for continued operations of the Conowingo Dam in Cecil County, with $200 million invested over 50 years in the Susquehanna River and Upper Bay areas for water quality improvements. But the deal, which will clear the way for issuing a new license for the dam, does little if anything to remove the huge stockpile of leaking sediment behind the dam that has contributed to major pollution of the upper Chesapeake Bay. The agreement, hashed out after several years of intermittent feuding between the state and Exelon Generation Company, the dam’s owner, is good news for eels that will be able to slither through the dam to the Susquehanna River with greater ease. And a whole new population of mussels will be dancing in their shells in a new mussel hatchery that will be created on Exelon-owned land along the Susquehanna. The new $25 million mussel project, including land value, is expected to capitalize on the creatures’ water filtration abilities to help reduce existing water pollution. Gov. 		<description><![CDATA[Ah, it was all sweetness and light, cheerful cooperation and goodwill at the Cecil County Council’s worksession on Tuesday—gotcha, on April Fool’s Day. After yet another battle royale over approval of the Council’s past meeting minutes, the panel got down to some interesting information on how the county might use provisions of federal law to require a greater voice in decisions affecting the county on environmental issues. Yet again, Councilor Diana Broomell (R-4) sought to re-write the minutes of a past council worksession and got one gavel as being ‘out of order’ from Council President Robert Hodge (R-5). Broomell wanted, in several conflicting and vaguely worded proposals, to enhance the minutes’ account of her past discussions of a state letter to the county regarding “tier maps” on land use policies. But in the long run, the Council decided to adopt the unembellished minutes, with Broomell loudly proclaiming, “I’m opposed.” After a delay caused by a huge traffic backup on Route 213 due to a car accident on the Chesapeake City bridge, the Council heard a presentation by Charles “Chip” MacLeod, a Chestertown lawyer who heads the “Clean Chesapeake Coalition,” on how provisions of federal environmental law might be used by [&#8230;]]]></description>
