		<description><![CDATA[NEWS ANALYSIS The Cecil County Council has hired Charles “Chip” MacLeod&#8211; a Chestertown lawyer with decades of experience in local government and the founder of the Clean Chesapeake Coalition that has fought for sediment cleanup at the Conowingo Dam&#8211; as the new County Council attorney. And in his first appearance at the 7/13/2021 Council worksession, MacLeod ran verbal and legal rings around the Hornberger administration’s lawyer, Lawrence Scott, an Annapolis political consultant with limited legal experience. MacLeod replaces John Downs, an Elkton lawyer, who submitted a letter of resignation in mid-June. It was an open secret that several members of the Council were unhappy with what was seen as Downs’ lukewarm representation of the Council since the onset of Danielle Hornberger’s administration as County Executive seven months ago. Hornberger’s administration has taken multiple steps that undercut the authority of the Council, especially her unilateral and secret appointment of an Ethics Commission member after the Council had refused to confirm the appointee. 		<description><![CDATA[It’s been a few months since Cecil Times posted on our website, or on Facebook, but the radio silence wasn’t an abandonment of the role CT has played for the past eight years as an independent voice in our local conversations about Cecil County and Maryland government, politics and assorted oddities. Sometimes real life has a way of taking center stage in one’s time and priorities. A close family member has struggled with a serious medical diagnosis, hospitalization, surgery and recovery and we were along for the journey as caregiver, medical appointment note-taker, WebMD researcher and even a nervous time as home injection-giver. Much of the past few months is a bit of a blur by now, as we celebrate the positive outcome. There is still a belated and unrelated problem, discovered in follow-up medical testing, that will require another surgery soon but we are assured by some of the best medical experts that this outcome, too, will be positive. Living in Maryland, we are blessed with some of the best, world-class medical diagnostic and treatment options available just a short drive away. 		<description><![CDATA[A CECIL TIMES SPECIAL REPORT News Analysis New plans for shifting hospital costs and services in Harford, Cecil and Kent counties are generating controversy, some misunderstandings, and some real concerns about forcing area patients to travel long distances to obtain hospital care or being denied transfer to facilities with more advanced services. Volunteer fire companies that provide most of the ambulance transports to hospitals in the area are concerned that their crews could be tied up for hours by having to transport patients to two facilities or travel greater distances. Western Cecil County residents and officials worry that full emergency and inpatient services—including swift care for stroke patients&#8211; now located a short drive over the Hatem Bridge will be lost to a more distant Bel Air facility in Harford County. And transfers from Union Hospital in Elkton for more advanced services that now are generally provided at the nearby Christiana Care facility in Delaware—which is a nationally-ranked teaching hospital&#8211; could be re-directed to the distant Bel Air operation which has fewer specialty services.
