		<description><![CDATA[NEWS ANALYSIS Cecil County Executive Danielle Hornberger (R) submitted her proposed Fiscal 2023 budget to the County Council on 4/1/2022, providing a penny cut on the property tax rate, the minimum state-required aid level for county schools and Cecil College, and a “Blue Ribbon Commission” to look at law enforcement pay scales—but no extra pay beyond their current bare bones union contract. The one indication that Hornberger may have begun listening to upset county residents was her attempt to make up in part for her Fiscal 2022 assault on the county public libraries, which suffered the deepest cuts of any agency in the current budget. That policy forced major cutbacks in public services&#8211; while also making library staff the only county employees to receive no cost of living pay raises this budget year. While other county employees received 1.5 percent COLAs last summer and up to an additional 6 percent in the past few months, library workers would belatedly get a 6 percent COLA effective 7/1/2022—but they would still be behind other county workers who will get another 1.5 percent COLA in July on top of their FY22 pay boosts. 		<description><![CDATA[Maryland has ordered public schools in the state to remain closed until 4/24/2020, extending for a month an earlier two-week shutdown due to the COVID-19 virus outbreak, leaving thousands of Cecil County students at home as school officials prepare to roll out new online learning programs. Standing with Gov. Larry Hogan in Annapolis, State Superintendent of Schools Karen Salmon announced Wednesday (3/25/2020) that all Maryland public schools will now remain closed for another four weeks in an effort to slow down the spread of the virus. &#8220;I am working in concert with all local school system superintendents, including multiple calls per week, in order to provide the continuity of learning to all of our students in every jurisdiction across the State of Maryland during this time,&#8221; she said. “We plan to resume the continuity of learning next week, and we will be working closely with local superintendents, school administrators, and our teachers to activate that plan.&#8221; She did not rule out another closure order, possible for the rest of the school year, after the current order expires. 		<description><![CDATA[HARRIS PSEUDO POLL—YOUR EMAIL FOR YOUR VOTE It was hardly a surprise when Rep. Andy Harris (R-1) voted against both articles of the impeachment resolution against President Trump in the US House on Wednesday (12/18/2019), since he had opposed the process from the outset and holds a staunch pro-Trump voting record. So it might seem a bit surprising that he would solicit constituent’s views on the matter in a Facebook “poll” and a telephone robocall just a few days before the House vote—could a possible pro-impeachment outcome perhaps change his mind? Little danger of that, it seems, since the methodology bore no resemblance to any standard of legitimate poll-taking in the real world. The 12/16/19 telephone robocall, voiced initially by Harris, asked listeners to register whether they opposed, “strongly opposed,” supported or “strongly supported” impeachment. But respondents were subsequently told by another voice that their vote would not be recorded unless they agreed to provide their email address and agreed to receive Harris’ newsletter. If the listener declined to do so, the call was terminated without registering the individual’s opinion.
