		<description><![CDATA[Judge Keith Baynes Launches Campaign Fundraiser Season Cecil County Circuit Court Judge Keith Baynes (R), who won a surprise appointment to a vacant court seat late last December by Democratic Governor Martin O’Malley, launched the local campaign fundraiser season on Saturday with a bipartisan, well-attended pig roast at his Calvert home. Baynes has to defend the court seat in the 2012 election and he has created a campaign finance committee and a website, www.keepjudgebaynes.org to support his campaign. Baynes was a longtime assistant States’s Attorney prosecuting criminal cases and also a municipal lawyer practicing civil law on behalf of several towns in the county and the county Board of Appeals on zoning issues. The selection of the Republican Baynes by a Democratic governor for the vacant court seat was widely seen as recognition that Baynes is highly respected in the legal community without regard to party affiliation. At his fundraiser, the crowd of about 200 people was a mix of recognizable Republicans, Democrats and Independents. Among the attendees were former state Del. 		<description><![CDATA[A Cecil Times Special Report Cecil County Commissioner Michael Dunn (R-3) proposed during a closed-door meeting of the County Commissioners last week to drop the current agriculture co-coordinator position in the county’s Department of Economic Development, according to multiple informed sources. Agriculture and farm-related business constitutes a major segment of the Cecil County economy. The position is currently held by the wife of the campaign treasurer for a Circuit Court judge facing voters in the 2012 election, when Dunn’s former boss, Del. Michael Smigiel (R-36), is widely expected to run for a judgeship challenging the incumbent. The move by Dunn came last Tuesday, at a closed-door meeting of the county commissioners, for which the board cited sections of the state’s Open Meetings Law only allowing secret discussions of “pending or potential litigation.” No personnel issues were cited. 		<description><![CDATA[Cecil County Commissioner Michael Dunn’s next county paycheck will be a bit smaller, due to a debt garnishee against his salary filed in Cecil County District Court. The Rising Sun-area commissioner (R-3) previously had a judgment filed against him and a garnishment of his state salary and bank account for unpaid debt and fees, totaling over $23,000, when he was employed by Del. Michael Smigiel (R-36). Court files show the state notified the court in January, 2011 that Dunn was “unemployed,” and a pre-existing garnishee could not continue to be deducted from his state salary. Dunn left the state payroll in December, 2010 when he was sworn in as a Cecil County Commissioner. But his creditors caught up with him on 6/30/11, with documents filed in court to attach his county commissioner salary for unpaid debts, under a still “active” court judgment that was initially rendered against Dunn in 2008. Cecil County Human Resources Director Donna Nichols, responding to an inquiry from Cecil Times based on the court records, confirmed that her office received the garnishee notice from the court on Friday.
